Description
J&A The General Services Administration (GSA), Region 9, intends to negotiate and award a 6 month contract with ABM Janitorial Services - Southwest, Inc. 165 Technology Drive, Suite 100, Irvine, CA 92618-2440 on a sole-source basis for operation & maintenance services to include management, supervision, manpower, equipment, supplies, etc. The sole source interim contracts will be awarded to the incumbent contractor(s), to provide continuity of services, not to exceed six months, to allow sufficient time to award new long term contracts, otherwise it would result in serious injury, financial or other, to the Government. ABM Janitorial Services - Southwest, Inc. must be registered in the Central Contractor Registration database prior to award of a contract. Information regarding this registration can be found at http://www.ccr.gov/. ABM Janitorial Services - Southwest, Inc. shall be required to complete either a paper copy of the Representations and Certifications or may complete them online at http://orca.bpn.gov) in responding to this requirement. The Government will consider all information from responsible sources that is submitted to the point of contact by 4:00 PM (California time) on or about August 23, 2010, but a determination by the Government not to compete this action is solely at the discretion of the Government. The General Services Administration (GSA) currently provides Operation and Maintenance Services for tenants located in Federal Buildings located in the downtown area at the San Diego Field Services Centers. The following statutory authorities are offered as justification for acquiring the referenced services under the restricted competitive conditions: FAR 6.302-2 Unusual and Compelling Urgency "When the agency's need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for." AUTHORITY 41 U.S.C. 253(c)(2) It is the government's intent to ensure the anticipated cost for the continued services will be fair and reasonable using historical data and the incumbent pricing on the expiring contracts.
