Description
THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT. The resulting contract will utilize funds provided by the AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) OF 2009. Interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful offeror. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 12 procedures for commercial items contracting and FAR Part 15 for contracting by negotiation. This acquisition is available for full and open competition among all responsible offerors. A single firm-fixed price type contract will be awarded to the responsible offeror (IAW FAR Part 9, Contractor Qualifications) whose offer is of the best value based upon the evaluation factors provided in the solicitation. The purpose of this announcement is to make notice that the Forest Service is releasing a Request for Proposals (RFP) numbered AG-82B1-S-10-9009 for the RECOVERY – Cuprum Fuels Stewardship, Payette National Forest, McCall, Idaho. Proposals or offers are due at August 27, 2010; 12:00 P.M. MT. ALL PROPOSALS SHOULD BE MAILED TO: USDA/FOREST SERVICE ATTN: PHYLLIS R. COBURN-HARRIEL 740 SIMMS ST GOLDEN, CO 80401 REF SOL#: AG-82B1-S-10-9009 PROJECT DESCRIPTION. The Cuprum Fuels Stewardship Project objective is to reduce fuels in order to protect an at-risk community that includes homes, structures, and forest resources and to provide for public and firefighter safety. The community of Cuprum, Idaho is an identified Wildland-Urban Interface Community within the vicinity of federal lands that are at high risk from wildfire (Federal Register August 2001). Treatment will include reducing understory fuel laddering and increase the crown spacing between trees, and promoting fire resistant tree species in open stands that can be maintained in a low fire hazard condition. To accomplish this objective the stewardship contract includes the following components: Mechanical thinning and piling of fuels, hand thinning and piling of fuels, thinning of stands by commercial timber removal and biomass utilization. The magnitude of this project IAW FAR 36.204 (e) is between $500,000 and $1,000,000. Projected start date is September 30, 2010 with recommended contract time of 3 years. Cuprum Fuels Stewardship Project is located on the Coucil Ranger District of the Payette National Forest and lies to the northwest of Council, ID. The project encompasses the area surrounding the town of Cuprum, and can be accessed off of the Council-Cuprum Road (Forest Road #002). The area discribed above is as displayed on the Contract Area Maps (which includes the Timber Removal Map). All future information about this acquisition, including amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition.
