Description
Solicitation Meteosat Second Generation U.S DOMSAT Relay System System Lifecycle Refresh The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the Office of Satellite Operations (OSO) for Meteosat Second Generation U.S DOMSAT Relay System Lifecycle Refresh. The OSO is an organizational component of NOAA's National Environmental Satellite, Data and Information Service (NESDIS). The contractor shall extend the operational lifecycle of the Wallops MSG system through a hardware refresh of the servers and network switches as defined in the Statement of Work. The current MSG U.S DOMSAT Relay system was deployed operationally in June 2003, at the Wallops Command and Data Acquisition Station (CDAS), Virginia. Components of the system need to be updated to maintain the system's high reliability and critical mission. It is the goal of this acquisition to extend the operational lifecycle of the Wallops MSG system through a hardware refresh of the servers and network switches. The mission critical nature of this system requires that the replacement components (servers, switches, and other equipment) provide the same specific application functionality that the current components provide. This will ensure that the Wallops application compatibility, with the DOMSAT users, is maintained throughout the follow-on lifecycle of the system. The NOAA Wallops MSG relay system consists of three subsystems; the Data Acquisition System, the DOMSAT Transmission System and the DOMSAT Receive System. Each subsystem consists of a primary server and a backup server for a total of six system servers. All six servers are connected to a primary Dell Power Connect 2016 switch, with a backup switch off-line, to form the operational system local area network (LAN). The term " Refresh" is defined as the process required to replace the existing system components (servers, switches, etc) with new units, while maintaining the hardware, application and system functionality of each replaced component. This acquisition is unrestricted. The North American Industry Classification System (NAICS) code for the acquisition is 334111 Electronic Computer Manufacturing. The small business size standard is 1,000 employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Part 13 and will be evaluated on a best value basis wherein the following non-price factors (Factors 1 and 2), listed in descending order of importance, when combined, are significantly more important than price (Factor 3): Factor 1 - Technical, Factor 2 - Past Performance, Factor 3 - Price. All responsible sources may submit a quote that shall be considered by the agency. To be eligible for award, vendors must obtain a DUNS number (this may be done by calling 1-800-333-0505) and be registered with the Central Contractor Registration (CCR): www.ccr.gov. Prospective contractors are also required to complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with the required CCR registration. A copy of the solicitation is attached to this announcement as a downloadable Word file. Quotes will be due on August 18 2010 by 4:00 P.M. A hard copy of the solicitation will be provided in response to a written or faxed request received directly from the requestor. Telephone requests for hard copies will not be honored.
