- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NEED0000-10-17847 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The associated NAICS code and small business size standard is 611310 and $7.0M. The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite Data Information Service (NESDIS), Office of Research & Applications, has a requirement to provide current work that the Center for Innovation is conducting for the Center for Satellite Applications and Research (STAR). The current work is assessing the appropriateness of the strategy and organization of STAR in light of the ways in which science and technology are changing. The current task is the Analysis and Reporting of the Third Wave of the Research Environment Survey especially designed for describing the work environment of scientists and engineers. Task One: Understanding the New Requirements for STAR. The first task will focus on three new requirements that impact on the administration and research of STAR. The first is new administration responsibilities. The second is how to demonstrate more credibility of the products that STAR creates and up-dates. The third is the documentation that the products are being used. Task Two: Understanding the Role of Leadership in Building Cooperative Behavior in Research Teams. The second task will explore the role of identify processes in the leadership of science, technology, and innovation. This requirement will require the services of one part-time Research Scientist and one part-time Senior Researcher. Deliverables: Reports detailing results of the two tasks will be delivered in June 2011. The resulting purchase order shall be awarded on a best value basis and will be firm fixed price. Period of Performance: Date of Award to August 31, 2011. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit.
