- 1. The Mark Twain National Forest, Rolla Missouri, is soliciting quotes (RFQ) for the supply and delivery FOB Destination, of a quantity of (1) 60-75 hp 4wd/FWA tractor and attachments as stated below. 2. This solicitation is issued under Request for Quotes (RFQ) number AG-64R4-S-10-0026-JS. All proposals shall reference the RFQ number and shall be submitted to Mark Twain National Forest, 401 Fairgrounds Road, Rolla, Missouri 65401 or faxed to (573) 364-6844 or emailed to jvswizdor@fs.fed.us by 4:30 PM on August 27, 2010. The anticipated award date is September 8, 2010. 3. Note: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in [FAR] Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 4. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-44 effective July 16, 2010. 5. This acquisition is set-aside 100% for small businesses. The North American Industry Classification System (NAICS) code is 333111 and the size standard is 500 employees. 6. Submit a detailed materials list with a unit price quote for each contract line item (CLIN) and total delivered price quote, exclusive of license and registration fees which do not apply to the federal government. Delivery location is Doniphan, MO 63935 7. The unit price quote for each CLIN shall be inclusive of freight and handling, and, if applicable, sales tax. The federal government is exempt from sales tax in most states. The Mark Twain National Forest will provide Missouri State Tax Exemption Number as required. 8. Quoters may submit quotes for all contract line items; however, quoters may also choose to submit quotes for any line items. CLIN 1.0, a quantity of (1) 60-75 HP 4wd/FWA Tractor, Quick attach/detach front loader with skid steer style attachment plate w/ 72" bucket, Synchronized (i.e. hydraulic-shuttle or equivalent) transmission, 3Pt Hitch (category I/ II), Open Station with ROPs/canopy, semi-flat or full-flat deck type, hydraulic power steering, Live-PTO (540 rpm), telescoping 3-pt lift arms, Rear Wheel weights, Rear tires that conform to the industry standard for puncture resistance and are 10 Ply Rating or equivalent, Front tires (min. 10 Ply Rating), with 2 headlights and a minimum of 1 rear work light. CLIN 2.0* 7'-8' 3pt rotary cutter with minimum 90HP rated gear box, slip clutch, 10 gauge deck, dual tail wheels, 2" cutting capacity. CLIN 3.0* 3pt. post auger with 9" and 12" auger shafts, and parking stand CLIN 4.0* Debris Fork/Root grapple (with skid-steer style attachment plate) for front loader CLIN 5.0* 7' 3pt box blade with optional ripper/scarifier teeth CLIN 6.0* Frame mounted backhoe with 12" bucket (to fit tractor with above specifications) CLIN 7.0* Pallet forks (with skid-steer style attachment plate) CLIN 8.0* 3pt chipper with minimum 4.5" chipping capacity to fit above tractor specifications *CLIN's 2.0-8.0 are optional items that may be included in the proposal but must be quoted separate of the tractor. CLIN 9.0 The Government has for trade-in a 2007 Bobcat S300. There are approximately 200 hours on the 81HP turbocharged diesel with high flow hydraulic pump. It does have a fully enclosed cab with AC/Heat and wiper. Included in the trade package will be the 80" industrial bucket and a Marshall Tree Saw with less than 20 hours of use. (See Attachment 1 for photos) 9. Desired delivery date to for all items is on or before November 30, 2010. 10. Quotes must include vendor's TIN (Tax Identification Number). 11. Quotes must include a completed copy of [FAR] 52.212-3 Offeror Representations and Certifications, Commercial Items, paragraphs (c) through (m). If the Offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov., submit only paragraph (b) from the provisions and a DUNS number. 12. [FAR] 52.212-2 Evaluation, Commercial Items is applicable with the following factors used to evaluate quotes: Price, technical conformity to specifications, and ability to meet delivery date. 13. All responsible sources may submit a quotation which shall be considered by the Forest Service. The offer/quotation that is most advantageous to the Government, based on the factors contained in this solicitation, will be selected for award. 15. Multiple awards are contemplated; however, the government reserves the right to decrease or increase quantities in accordance with pricing and availability of funds. 16.
