Description
Drawings 2 Drawings 1 Solicitation The U.S. Army Corps of Engineers, Philadelphia District, intends to initiate an Invitation for Bid (IFB) procurement of the final engineering design and construction services for one (1) inland waters non-self propelled welded steel crane barge (SNAG BARGE) conforming to commercial standards from a shipbuilding contractor. From the final design package, the contractor will construct, test and deliver the ready and mission capable barge intended to serve the U.S. Army Corps of Engineers, Memphis District in Memphis, TN in support of its river bank revetment mission on the Mississippi River system. The vessel's primary mission is the snagging and clearing operations as well as lifting and placement of rock on the prepared river banks prior to the setting of the revetment mats. The Deck will be used to store trees and debris removed from the river. The barge in its mission carries the existing Memphis district owned LinkBelt LH 218 crane and shall also be designed to carry the Memphis District owned Caterpillar Longboom Excavator. The vessel will have the following principal particulars: * Classed with ABS Maltese Cross A1, Barge, River Service, Reinforcement B. * Symmetric rakes, reinforced for grounding, at both ends, with a ramp at the working end for on/off loading of the excavator, crane or Memphis District owned bulldozers. * 200Lx 50Bx 8D barge size. * ~3000 SF Deckhouse at the aft end of the barge. * Two (2) diesel generator sets meeting the stated specifications The solicitation is a Design Development type based upon a preliminary design prepared by MDC. The structure design has been completed and ABS approved drawings will be provided by MDC. The NAICS code is 336611 and the size standard is 1,000 employees. This procurement is 100% set-aside for small business. A bid guarantee and performance and payment bonds will be required; warranty of supplies/services and liquidated damages will apply. No options are incorporated in this requirement. The acquisition will be solicited using the Sealed Bid procurement process prescribed in Part 14 of the Federal Acquisition Regulations (FAR). The Solicitation Number W912BU-10-B-0016 will be issued on or about 06 Aug 2010 with a closing date of or about 07 Sep 2010 at 1400 hours. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this IFB is the web. Contractors may download the solicitation (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the bidders responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Bidders are responsible for printing copies of the IFB and any amendments. All bids are to be delivered to the U.S. Army Corps of Engineers, Philadelphia District, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, Attn: Adriana Dunaway. All contractors are required to be registered in the DOD Central Contract Registry (CCR) before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the CCR website at www.ccr.gov. Instructions will be included in the solicitation. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
