Description
Catholic Director of Religious Education (DRE) Holloman AFB, Ncw Mexico Statement of Work (SOW) l. Position Title. Catholic Director of Religious Education (DRE) 2. DoD Qualifying Security C1carance. Submit to a background check required for all youth work providers. In accordance with Department of Defense Instruction (DoDI 1402.5) Criminal History Background Checks, to include Background Checks on Individuals in youth worker positions. 3. Scope of Responsibility: The DRE is responsible for the week-to-week coordination wilh Catholic Priest who is the Contract Monitor. The ORE will administrate and lead Catholic religious education of military members and dependents at Holloman Base Chapel. The DRE must be trained and functionally proficient with Confraternity of Catholic Doctrine (CCD), teacher training, theology, and scripture. The ORE's ministry is established to provide leadership in the design and implementation of programs for adults, youlh, and children, as well as to assist in building a solid foundation for spirituality, Christian living, and services through reflection upon life experience in the light of Jesus' Gospel message. If the DRE is going to be absent, he/she is responsible to provide a technically qualified subcontractor and ensure continuous service while away. 4. Desired Experience and Education 4.1. Bachelor's degree and/or 2 years Religious Education work experience. 4.2. Have the proficiency to mentor/inspire others in the Bible and Catholicism. 4.3. All applicants will submit a resume. 4.4. Resume must include all training, parish leadership experience including volunteer recruitment/motivation. 4.5. Resume must reflect at least two references recommending you/your work with children: include references name, address, phone number and/or e-mail address. (Catholic Church ordained, must have Bishop/Superiors letter approving employment.) 4.6. Be functional in MS Office Programs; Word, PowerPoint, Excel preferred. 4.7. Previous experience as a Director ofa Catholic Religious Education Program is preferred. 5. General Responsibilities. 5.1 Work with the Catholic Priest who is your Contract Monitor ensuring your SOW compliance and who validates with signature your perfonnance of all monthly duties. 5.2 Ensure/provide all Chapel stafTand church with 30·day advance notice of activities for publication and community awareness. 5.3 Be an independent contractor solely responsible for filling all necessary employment and income tax fOnTIS and making any necessary lax payments. 5.4 Ensure core leadership team of teachers and volunteers youth workers have the appropriate security clearance and background check required in accordance with Department of Defense Instruction (DoD I 1402.5). 5.4 Ensure 000 safety requirements w/every Religious Education (RE) gathering & ensure 1 to 6 adult oversight for all 18 years old and younger. 5.5 Develop and submit a yearly Religious Education planning calendar and keep it updated. 5.6 Learn Chapel Tithes/Offerings Fund (CTOF) procedures, pre-approve requests with Catholic Priest. 5.7 Submit CTOF fund requests at least seven business days in advance for program needs. 5.8 Ensure proper facility requests on appropriate forms well in advance for all programs and activities. Reflect on form all necessary Chaplain Assistant and equipment support. 5.9 The contractor is accountable for security and cleanliness of all facilities utilized in conjunction with their programs. 5.10 Responsible for ensuring the equipment used is properly maintained and returned to appropriate storage areas. 5.11 For facility key issue. Schedule meeting with NCOIC for Facility and Security Briefings. Key will be returned when contract ends. 5.12 Your office, desk, computer and basic admin supplies are provided by the Chapel. 5.13 Online Information Assurance Awareness Training is required for Government computer access. 5.14 Subcontracting is authorized. Contract Monitor must be notified at least 24 hours in advance. 5.15 Contractor will provide technically qualified subcontractor services and pay temporary subcontractor of equal proficiency during absence. 5.16 Be able to read and speak. English fluently, and provide positive customer service in an interfaith pluralistic environment. 5.17 Have knowledge and compliance of Religious Education Chaplain, 49th FW Chapel Operating Instructions provided by the Contract Monitor. 5.18 Understand all religious base oversight is the responsibility of the Wing Chaplain. 6. Specific Responsibilities. 6.1. Provide at least 20 hours per week duty hours (including Sundays) as coordinated with the Catholic Priest. 6.2. Contractor oversees reports/attendance on Confraternity of Catholic Doctrine, Rite of Catholic Initiation, Catholic Formation Classes, Bible Studies, all Religious Education classes including: couples, singles, single parents, men's, women's, and youth groups of the parish. 6.3. Ensure timely RE curriculum: Plan/order CTOF RE materials as needed. 6.4. Arrive at the Chapel by 0830 prior to prepare/provide Children's Church during 0900 Sunday Mass. 6.5. Arrive at Intermediate School for the beginning of the CCD Sunday classes by 1015 and stay until all classes have ended and clean up has been accomplished (normally 0830 to 1230), unless coordinated in advance with the Contract Monitor. 6.6. Visit each class at [east once a quarter or as requested by volunteer teachers needing assistance. 6.7. Act as a liaison between parent and teacher as needed. 6.8. Develop a weekly record of CCD enrollment and attendance. 6.9. Maintain files and submit weekly/monthly attendance reports to Contract Monitor each Monday. 6.10. Organize and maintain a current roster of volunteers. 6.11. Keep an inventory file of local audio-visual resources. 6.12. Manage budget records and after-action reports for programs. 6.13. Coordinate administration of Sacramental records and Archdiocesan needs with Catholic Priest and/or Parish Coordinator. 6.14. Hold quarterly planning meetings with the Catholic Priest. 6.15. Ensure all expendable program supplies arc planned/budgeted/included in your CTOF authorized program funding. 6.16. Be responsible for returning chapel facilities back to welcoming customer service presentation and Chapel property back to right storage areas. 6.17. Ensure absentee cards are sent to registered students missing two consecutive classes, and send welcome orientation letter to new enrollees. 6.18. Ensure program reproduction needs, publicity for timely bulletins. newsletters, and newspapers, arc coordinated via Catholic Parish Coordinator. 6.19. Anend monthly Catholic Parish Advisory Council and meet quarterly with Catholic Priest. 6.20. Work collaborativcly with Protestant ORE to provide Vacation Bible School, Fall Rally Day, Fall Festival, Walk with Jesus, Christmas Program, Lenten Program, the end of year Teacher Appreciation and other programs authorized by Catholic Priest. 6.21. Recruit/train volunteer teachers, substitutes via workshops and meetings as required. 6.22. Ensure/train RE staffon proper protocols to utilize facilities, CTOF, RE policies, and resources. 6.23. Organize two volunteer training events, one to be offered in the Fall and one in the Spring. 6.24. Plan events and consider ways to honor and recognize the volunteer staff during the year. 7. Description of Units of Work: A unit of work for this SOW consists of 60 minutes of a worship service, special service or planning session. 8. Standards of Dress: The Contractor will be neatly attired and well groomed. Business casual for worship, special rites and services, such as funerals, retirements, etc. More casual for rehearsals is acceptable. Shirts must have collars and worn as designed. Cut-offs, shorts, halter-tops, are not acceptable. Any hair length, beards, or mustaches are acceptable, provided it is neat, clean, and properly trimmed. Contractor must act in professional and business-like manner while performing this contract. 9. Conflict of Interest: The Chapel Tithes & Offering (CTOF) Fund is not authorized to consider members or relatives of any fund-approving council, other persons in the supervisory chain, or those who could bc construed to have conflicts of interest. CTOF isn't mentioned as one ofthe responsibilities. 10. Certification of Services for Payment: The Contractor will submit monthly invoices to the Contract Monitor within five days of monthly services being performed. Payment will bemade within thirty days after receipt of invoice. II. Tbe NPSI Monitor: The Senior Faith Group Chaplain or designee will monitor and inspect the contractor's performance. The contractor will be notified in writing of all noncompliantwork, and will be given the opportunity to correct, if possible, non-conforming work. Thecontractor will be given an opportunity to respond in writing to any notice of noncompliance.
