Description
This is a notice of intent to go Sol Source in accordance with FAR 6.302-1 to James Crawford & Margo Conitz. Vendor: James Crawford & Margo Conitz51 E Lake Fork RoadMcCall, Idaho 83638-5251 Description: Production and Delivery of Native-shrub Plant Materials. The native seed required for this project must come from Columbia Basin ecotypes to meet native seed policies of the U.S. Fish and Wildlife service and program objectives for the Mid-Columbia River NWR Complex. The parameters listed below for native plant materials identify very specific specifications that must be met to achieve these objectives. The Kathy's Pond fire has created circumstances whereby native seed that meets Service standards must be used in order to meet project requirements for supply of native plant seedlings for soil stabilization, there is not a vast quantity of native seed available annually that meet these specifications; it is necessary to grow plants from seed that has the best chance of germinating to achieve stabilization goals and proper supply of seedling plants. The Umatilla National Wildlife Refuge lies in the Columbia Basin Eco-region of Eastern Oregon State. This eco-region is in the "rain shadow" of the Cascade Mountains and is one of the hottest and driest parts of the State. Rainfall values for the area average 6" annually. Temperatures often exceed 90" F during the summer, while winter temperatures hover near freezing. Windy, drying conditions are normal for the region. Soils are alluvial deposits from ice age lakes, and river channels. Soils tend to be sandy, with little organic material, and do not generally retain significant moisture. Due to these conditions plant materials adapted to the site conditions are essential for restoration purposes. Plant materials derived from the local eco-region will have a competitive advantage during establishment and have a higher probability of survival once established, than material that is not from the local eco-region. Definitions: Columbia Basin Eco-region - That area of land and associated plant communities that lie in and around the Columbia River basin of Washington, Oregon, and Idaho. Columbia Basin derived - Documented evidence that the parent plant material originated from within the Columbia Basin Eco-region. Source Identified-Source Identified Columbia Basin Genotype native seed - Documentation of the location of the native seed collection site. The source-identified certification insures onsite identification and labeling for quality assurance. This informs seed buyers of genetic integrity, adaptation, and viability for the intended use. Documentation of "source identified" is important to ensure native seed has: oAdaptation 10 local soil conditions oAdaptation to local climate including temperature extremes and growing season length. oPrevent non-local genotypes from invading natural areas adjacent to plantings oAssurance that species are locally native oPreservation of the local genetic material of declining native species ---------------------------------------------------------------------------------------------------------No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the USFWS requirements described herein may submit a response no later than 08/16/2010 by COB to be considered. Responses to this posting must be submitted in writing via e-mail only. A determination not to complete the described purchase order based upon responses to this notice is solely within the discretion of the USFWS.
