RECOVERY ACT PROJECT: THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE TO GSA ALLIANT SMALL BUSINESS GOVERNMENTWIDE ACQUISITION CONTRACT HOLDERS. Project Title: Indian Health Service (IHS) Meaningful Use Performance Measures Requirements and DevelopmentProject Number: N10PS18375 The Department of Interior (DOI), National Business Center (NBC), Acquisition Services Directorate (AQD), Herndon Office on the behalf of the Indian Health Service is soliciting qualified General Services Administration (GSA) Alliant SB Governmentwide Acquisition Contract (GWAC) firms to submit responses to a Request for Quotation to perform IHS Meaningful Use Meaningful Use Performance Measures Requirements and Development in accordance with the below requirement background. Meaningful Use Performance Measures Requirements and Development Background:The Indian Health Service (IHS) is the principal federal healthcare provider and health advocate for Indian people, and provides a comprehensive health services delivery system for American Indians and Alaska Natives (AI/ANs). IHS provides comprehensive health services through a system of Federal (direct) IHS, Tribal, and Urban (I/T/U) operated facilities and programs. These I/T/Us provide health services to 1.7 million AI/ANs through 144 Service Units composed of more than 500 direct healthcare delivery facilities. The role of the IHS Office of Information Technology (OIT) is to manage all technology elements for the IHS, including telecommunications, network, security, data warehouse, and Resource and Patient Management System (RPMS) development, deployment, and support. The IHS has long been a pioneer in using computer technology to capture clinical and public health data. Initial development of the IHS electronic health record (EHR), the Resource and Patient Management System (RPMS), began nearly 30 years ago, and many facilities have access to decades of personal health information and epidemiological data on local populations. The IHS RPMS is a distributed electronic information system designed to enhance the ability of I/T/U facilities throughout the United States to provide high-quality healthcare by offering accurate, timely, and comprehensive clinical and administrative information to local healthcare providers and program managers. RPMS includes clinical, administrative, and financial information on patients and resources integrated into a suite of over 60 software applications. The clinical point-of-care graphical user interface, RPMS Electronic Health Record (EHR), was released in 2004 and has been implemented throughout all IHS facilities and many Tribal and Urban programs. The primary objective of this contract is to enable I/T/U healthcare facilities to meet the performance measure reporting requirement for Phase 1 Meaningful Use by developing software that produces new performance reports that includes all clinical quality measures required to be reported by hospitals and medical providers. The contract will contribute materially to IHS' successful completion of its responsibilities under the ARRA of 2009. In accordance with the requirements of ARRA, the Government is seeking to maximize the usage of Firm Fixed Price requirements. This requirement will seek a hybrid Firm Fixed Price and Time & Materials solution. The Government does not believe that this all of the development efforts in this requirement could be completely outlined and as such a Firm Fixed Price solution is not the best approach. Firm Fixed Price elements are identified in the RFQ package with the remaining services to be provided on a Time & Materials basis.
