- The Food and Drug Administration intends to award a Purchase Order for a Support Plan for the TSQ Quantum Discovery Triple St - MSPEC-LC-MS. The requirements will be awarded using Simplified Acquisition Procedures in accordance with FAR 13.5. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation: Proposals are being requested and a written solicitation will not be issued. The solicitation number is FDA-10-223-SOL-00103. This solicitation is issued as Request for Quote (RFQ). The associated North American Industry Classification System (NAICS) is 334516. Contract Type: Commercial Item-Firm Fixed Price. All responsible sources may submit a quote which shall be considered. The Food and Drug Administration is soliciting the following services: Support Plan - Finnigan TSQ Quantum Discovery Triple St - MSPEC - LC - MS. Base Year: September 24, 2010 to September 23, 2011 Option Years: Option Year 1 September 24, 2011 to September 23, 2012 Option Year 2 September 24, 2012 to September 23, 2013 Option Year 3 September 24, 2013 to September 23, 2014 Statement of Work: Provide a one-year plus 3 Option Year Comprehensive Maintenance and Service Support Plan for the Finnigan TSQ Quantum Discovery Triple St - MSPEC - LC - MS: - Unlimited number of demand on-site service visits w/a max 72 hr response - Engineer labor and travel is included - Priority status for tech support inquiries, response within 2 hrs - One (1) Scheduled Preventative Maintenance visit - Thermo Scientific supplied personal computers are covered - Factory-certified replacement parts included - Software updates and notifications - Subscription to e-Support Online Technical Resources FOB: Shipping Point - Destination. Company must be registered in Central Contractor Registration (CCR) before an award could be made to them. If the company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. The provision at FAR 52.212-1 Instructions to Offeror-Commercial Items applies to this solicitation. The following addenda have been attached to this provision: None. The provision a FAR 52.212-2 Evaluation-Commercial Item is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (1) of that provision are as follows: (i) Technical capability of the service offered must meet the Government requirements. (ii) Price. The Government will award a Purchase Order resulting from this solicitation to the responsible offeror whose offer comforming to the solicitation will be the most advantageous to the Government, price and other technical factors considered. The Govenment is not responsible for locating or securing any information, which is not identified in the proposal. To ensure information is available, vendors must furnish as part of their proposal all descriptive materials necessary for the Government to determine whether the service meets the technical requirements. The Government reserves the right to make an award without discussions. The provision at FAR 52.212-3, Offeror Representation and Certification-Commercial Items, applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Excutive Orders-Commercial Items, applies to this acquisition. The following additional FAR clauses cited in this solicitation are applicable: 52.222-3; 52.222-19; 52.222.21; 52.222-26; 52.222.36; 52.225-1; 52.232-13; and 52.232-34; 52.217-8 Option to Extend Services (Nov 1999) and 52.217-9 Option to Extend the Terms of the Contract.
