Description
SOURCES SOUGHT REQUEST FOR INFORMATION AFDW/PK is in the process of determining the acquisition strategy for a potential requirement for Air Force Base Realignment and Closure (BRAC) technical support services. Potential sources shall provide a capabilities package that clearly demonstrates an ability to perform the following specific and relevant experience and expertise with an acceptable level of quality within cost, schedule, and performance metrics: 1. Cost-efficient funds management in support of the Air Force BRAC missions through reconciliation of BRAC budgets and recovery of BRAC funds; a. Intimate knowledge and experience of the Air Force Planning, Programming and Budgeting and Execution (PPBE) in general and BRAC Financial Management in particular as demonstrated by its past track record; b. Reduction in financial waste; c. Improved process efficiency; d. Decrease in audit risk e. Effectively monitor financial transactions to financial completion; f. Identify excess funds for reallocation; g. Specific knowledge of Defense Financial and Accounting Service (DFAS) practices and procedures as they relate to BRAC funding; h. Contacts at DFAS locations in Limestone, Dayton, Columbus, Denver, Indianapolis, and any other operating location involved with the processing or accounting of Air Force BRAC funding; and i. Develop Plan of Actions and Milestones (POA&M) 2. Providing data base management support for established Air Force BRAC 2005 Management Tool (BMT); a. Expertise, access, and capability to utilize the requisite systems and tools; b. Ensure the BRAC 2005 database tool is maintained and usable in helping overall execution and implementation of BRAC actions c. Maintain a telephone helpline for users of the BRAC Management Tool (BMT); d. Custodian of all the financial data for the prior and current BRAC rounds that are contained in the various database tools [Financial Information Tool (FIT), Budget Book Tool (BBT), and Base Realignment and Closure Management Tool (BMT)], e. Update the data per requirements with inputs received from different sources (e.g., AFRPA, DFAS, CRIS, ACES) in acceptable formats; f. Preparing the budget estimate, justification, exhibits and presidential budget submissions for the current and prior BRAC rounds; g. Use the BBT, FIT, and BMT tools and make appropriate modifications to these tools as necessary h. Produce ad-hoc and canned reports and run specific queries on the various databases (FIT, BBT, and BMT) as and when required to address its need for specific information to be presented in a particular format; i. Assist with all updates and changes to the BMT; j. Conduct requirement analysis, recommend and implement specific functionalities as identified and agreed upon and support integration into the BMT; k. Assist with the preparation of the necessary Requirement, Specifications, Testing and User documentation; l. Develop a Requirements Document for all updates and changes to the BMT; m. Coordinate deployment of all changes, modifications and enhancements to the BMT according to pre-approved deployment plans to ensure minimum interruption and outage of the tool; n. Coordinate with the organizations (e.g., 844th Communication Squadron) and personnel responsible for web hosting, database administration, system security and network management; and o. Develop a process to manage changes and defects in the BMT 3. Ability to provide own facilities. NAICS Code (541219) is applicable to this effort.
