- Draft Statement of Work Draft RFP Draft Appendix A **NOTICE OF PRE-SOLICITATION CONFERENCE** Please note that this is a pre-solicitation DRAFT Request for Proposal. This is a draft only, and the Government will NOT use this document to solicit proposals. The Government will hold a Pre-solicitation Conference on 19 Aug 2010 from 9:00 AM to 1:00 PM CST at Tinker Air Force Base. This conference will include a presentation by the Government, a walk-thru of the plasma spray operation, and one-on-one sessions between each interested vendor and Government representatives. Please contact the below to obtain access to Tinker AFB and directions to the meeting place (please note that each interested vendor is limited to two attendees per vendor): Mary Skaggs: 405-739-9116, mary.skaggs@tinker.af.mil Adam Ward: 405-739-3320, michael.ward2@tinker.af.mil There are several areas in which the Government seeks input from industry in order to finalize the attached RFP. All of the below issues will be addressed at the Pre-solicitation conference on 19 Aug 2010 - please arrive ready to discuss and provide input: 1. Economic Price Adjustment Clause: Note the draft EPA clause contained in Section H of subject Draft RFP. The Government seeks the following information that will allow the finalization of this clause: A. Which CLINs should the EPA clause apply to? B. What index/indices are most commonly used to track price fluctuation? Which one(s) are suggested for use in this clause? C. What percentage of each eligible CLIN price should be affected by EPA? How is this determined? 2. What is the production lead time for each powder? 3. What is the smallest number of lots each particular vendor can make to satisfy the yearly quantity on Appendix A for each powder? 4. Can vendors store and then ship product should the Government require this? 5. What is the minimum order quantity for each powder? 6. What is the economical order quantity for each powder? 7. Which powders are manufactured at vendor facility versus bought? 8. How do vendor specification tests differ from Tinker AFB specification tests, especially spray tests? Please note that all Pre-Solicitation Conference attendees will have a chance to participate in one-on-one sessions with Government representatives. Develop any questions you have and pose them at that time. All information gleaned from the Pre-Solicitation Conference will be shared with all interested parties following the conference.
