Description
The 448 Supply Chain Management Group (SCMG) intends to issue a solicitation for a repair contract to repair Signal Data Processor and related Circuit Card Assemblies for the A-10C aircraft at Hill Air Force Base, NV. The Contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure that the repairs are completed in accordance with the Performance Work Statement (PWS). All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, standards, instructions, and commercial practices. The solicitation number for this acquisition is FA8251-10-R-90123 and is issued as a Request for Proposal (RFP). This solicitation is to be awarded Sole Source Firm Fixed Price repair contract to Lockheed Martin Corporation, DBA Lockheed Martin System Integration (LMSI)-Owego, 1801 State RT 17 C, Owego, NY 13827-3900, CAGE Code 03640. The North American Industry Classification System is 811219. The Statutory Authority permitting other than full and open completion is: 10 U.S.C. 2304(C)(1), as implemented by FAR 6.302-1 -- Only One or Limited Responsible Sources and No Other Supplies or Services Will Satisfy Agency Requirements. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. The above authority was selected because LMSI is the only known source with technical data and manufacturing experience necessary to repair this component. Two circuit card assemblies, Single Board Computer (SBC), and the Graphics Video Module (GVM) are proprietary to LMSI. The Air Force has no data to support these cards. A complete data package is necessary to provide adequate technical information on specifications and tolerances to support test equipment. The period of performance will consist of a one (1) year basic and two (2) one year options and an estimated 288 units will be issued. The estimated award date is 30 Sep 2010 with performance and delivery through 29 Sep 2013. The total contract period will not exceed three (3) years and six (6) months. The option to extend services clauses (FAR 52.217-8) and (FAR 52.217-5) will be included and evaluated in the resulting contract. Award will be made using evaluation criteria. The CICU is a newly developed item by LMSI specifically for the A-10C. Under the contemplated contract, LMSI will provide depot level repair for the Signal Data Processor, also known as Central Interface Control Unit (CICU). LMSI will also repair circuit card assemblies in support of CICU repair. The solicitation will be issued on or about 25 August 2010, and will be available to view and download on the Federal Business Opportunities (FBO) website: http://www.fbo.gov/.
