Description
The United States Government seeks to lease class 'A' contiguous office and warehouse space in an existing building. The space offered must consist of approximately 14,580 rentable square feet in the Springfield, Illinois. The space should yield a minimum of 12,679 ANSI/BOMA usable square feet (space will comprise approximately 1,504 USF of office space and 11,175 USF of warehouse space). The warehouse space will also require a 14' foot overhead door. Heat must also be provided in the warehouse. The Government will require ten (10) surface parking spaces with the capability to provide an additional two (2) parking spaces over the lease term. Public transportation should be provided within a three (3) block radius. The proposed space must be located within the following delineated area : North: Stanford Avenue South: Hazel Dell Road East: Dirksen Parkway West: 6 th Street The proposed lease is for fifteen (15) year, ten (10) year firm, and should be fully serviced. Space must be ready for occupancy no later than September 16, 2011. The Government will consider alternative space if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. Expressions of interest must be submitted in writing and should include the following information at minimum (This is not an invitation for bids or a request for proposals): Building name and address Legal property description, recent survey, and property identification numbers (PIN) Floor plan with location of space in the building and the date it will be available One-eighth inch scale drawing of space offered ANSI /BOMA defined office area/useable square feet (USF) Rentable Square Feet (RSF) offered and the rental rate per square foot, specifying services, utilities, and tenant improvement allowance included Common Area Factor used to determine the RSF Name, address, telephone number, and email address of the authorized contact In cases where an agent is representing multiple ownership entities, written acknowledgement and permission to represent multiple owners for the same submission The offered space must meet Government requirements for Fire and Safety and Handicapped Accessibility. Consideration shall be based on the area profile, location, and proposed security precautions if the location would be utilized. GSA is using a tenant broker to represent the Government in lease negotiations for this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any Federal agency other than the authorized officers and employees of the General Services Administration (GSA) or their authorized representative, CB Richard Ellis.
