Description
Synopsis:1. The estimated solicitation issue date is simultaneous with this announcement - posting August 10, 2010 and closing/response date being August 16, 2010.2. PR# 1545100104 Theodore Roosevelt National Park - Elk GPS Collars.3. New technology has been introduced to facilitate reprogramming the animal collars while on the animal via satellite.4. Description: The specifications for the collars are designed to serve in two unique capacities. (1) For the reduction effort associated with the Elk Management Plan/EIS, data from GPS collars will be used by NPS staff to aid them in locating groups of elk that will be targeted for lethal removal in the field; and (2) The second purpose is to develop a correction factor for an aerial survey protocol that will be used to correct elk population estimates generated by aerial surveys. Both information needs are very specific, and by utilizing one collar design that will meet the needs of both requirements will save the Government considerable money and ensure the success of both projects.5. Specifications:a. Must be user-programmable (re-programmable) from a remote location using a satellite while the collar is deployed on an animal;b. Must be able to receive data from the collar on demand;c. Must have a minimum battery life (functional collar life on an animal) of at least 3 years;d. Must have a timed drop-off mechanism;e. Collars must be delivered to the park on or before October 15, 2010; andf. Data must be provided in a format that allows them to be batch processed (rather than by individual animal) when they are received via email.6. Material: No information available.7. Quantity: Award of a Firm Fixed Price contract is anticipated with a quantity of 33 each.8. Qualified Source: Lotek Wireless, Inc. Ontario, Canada.9. Mandatory Language: Authority is 10 U.S.C. 2304(c)(1), Other than full and open competition. Justification: All collars MUST be re-programmable from a remote location using a satellite while the collar is deployed on an animal. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. 10.
