- 9. DESCRIPTION: The Fleet & Industrial Supply Center, Puget Sound is soliciting for a Brand Name Or Equal firm, fixed price supply contract to be negotiated on a full and open basis for the supply and installation of an energy absorbing, ground retractable, net fence, vehicle security barrier in support of Navy Base Kitsap-Bangor, Washington 98315. The contractor shall provide the required vehicle security system in accordance with ASTM F2656-07 and SD-STD-02.01, revision March 2003. System must be tested and certified by a U.S. State Department Certified Anti-ram testing facility to the DOS standard for K12 testing. FOB Destination to Naval Base Kitsap - Bangor, Washington 98315. Installation of security barrier is to be completed no later than 120 calendar days. The acquisition will be made in accordance with FAR Parts 12, 15 and 13.5, utilizing Low Price Technically Acceptable evaluation. The solicitation will be issued on or about 16 AUGUST 2010 with a closing date of 25 AUGUST 2010. The Government anticipates award of a single firm fixed price supply type contract. Prospective offerors not CCR-registered should immediately begin the registration process. The solicitation will be posted to the NECO web site: www.neco.navy.mil under Business Opportunities under solicitation number N00406-09-T-1957. The Government will NOT distribute hard-copy solicitations or amendments. The Government will not mail, fax, or e-mail the solicitation or any amendments thereto. Subsequent amendments, if any, will be transmitted solely via the NECO web site. Prospective offerors are responsible for checking the NECO web site early and periodically for any solicitation amendments. Prospective offerors should not expect notification that an amendment has been issued. The NECO web site is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of Internet connectivity or for an offeror ™s inability to access the document posted on the referenced web site. Telephone and facsimile requests will not be honored. Electronic submission of proposals is NOT available at this time.
