Description
The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA is seeking industry information on available products and technologies to further define/refine the requirements and the acquisition approach for a Portable, Programmable Closed-Loop Radio Frequency Counter Measure (RFCM) Test System. Navy PEO(T) is currently planning the development of the Next Generation Jammer (NGJ) and upgrades to the Integrated Defense Electronic Counter Measure (IDECM) On-Board Jammer and decoys to combat existing and future Radio Frequency (RF) threats. In order for PEO(T) to test their systems against these threats, a portable programmable closed-loop (RFCM) evaluation system is required for Test and Evaluation (T&E). Intelligence information can be programmed into the developed PCORES system to provide threat representative emissions and receiver functions to model threat-system behavior. Portability allows the system to be used in several T&E locations as designated by the test program. Navy PEO(T) intends to test these advanced RF jamming systems using the ground Hardware-in-the-Loop (HITL) labs at Pt.Mugu, Installed System Test Facilities (ISTF) at the Air Combat Environment Test and Evaluation Facility (ACETEF), and to perform flight-testing at the NAWCWD China Lake Electronic Combat Range (ECR) and other open-air locations inside and outside the Continental United States (CONUS). The Air Force has also recognized the need for a portable, programmable RFCM test system. The Threat Target System Division at NAWCWD has initiated a study that will develop detailed requirements, a high-level design, and initial costing for a Portable, Programmable Closed-Loop RFCM Test System, useable for both ground and open-air testing at Air Force and Navy ranges, or onboard a ship for At-Sea testing. The study will address the requirements for a dual-service project to develop advanced T&E capabilities to meet Navy PEO(T) RF jammer developments and the threat test requirements, including PMA-272's IDECM Block V to be tested in Fiscal Year (FY) 2014-2016 on F/A-18 E/F, and PMA-234's NGJ to be tested in FY 2016-2018 on the E/A-18G. Many of the existing programmable emitter stimulators available to the services, such as the Combat Electromagnetic Environment Simulator (CEESIM) at Edwards Air Force Base (EAFB), and Aircraft Modeling Environment Simulator (AMES)III at ACETEF are open loop systems and may not be supportable/available to meet the current NGJ ! test schedule. There are also unique, non-programmable, fixed threat simulators at Navy and Air Force ranges. The PCORES study will determine if any of these assets can be adapted for portable use of a close-looped threat receiver simulation based on intelligence. Based on the results of this RFI, the study will determine what current capabilities exist, what is in development and what new developments are necessary to meet the aforementioned Navy requirements. The goal is to design a common closed-loop portable system that can be used in a HITL environment for technique development, in an anechoic chamber for effectiveness testing and for open-air testing of RFCM in an operational environment. The only significant difference between the indoor and open-air testing configurations should be the frontend (e.g. high power transmit components, power levels and antennas). Instructions: NAWCWD is looking for potential suppliers who can provide a completely integrated system with instrumentation and a precision pointing platform that may be used alone or in conjunction with other systems to provide the required capability. Commercial and non-development solutions are preferred where the end-system would provide the capabilities stated above. Interested parties are requested to submit their capabilities to perform the work described above. All respondents are asked to provide the following. (1) A reference to schedule number N68936-10-R-0077 and the title of this announcement 'PCORES - Portable Closed-Loop Operational RFCM Evaluation System Sources Sought;' (2) Company name and address; (3) Name, phone, fax and email of company representative; (4) Include whether U.S. or foreign company; (5) Business Size. For this requirement, the NAICS is 334220, and the size standard is 750; (6) Include whether teaming arrangement or joint venture; (7) Include a description of the potential solution or complete capability. The description should answer the following: (a) What part of the overall capability does your solution address? (b) How does your solution work? (c) What are the limits of your solution? (d) What are the physical dimensions and weight of your solution? (e) How much power does your solution use? (f) How effectively has your solution been used in similar situations or outdoor applications? (g) Is your solution a new development? (h) How mature is your solution? (i) Does a prototype of your solution exist? (j) Is your solution similar to previous successful developments? (k) Is your solution an extension or evolution of an existing product? (l) What is the Technology Readiness Level (TRL) of your solution? ; (8) Include a cost estim! ate to produce the initial unit and any estimated cost reductions for additional units and define future technology development efforts (WBS, cost & schedule) that would improve components of your solution? ; (9) Provide estimated life cycle costs for the projected life of the system(s) and outline supportability requirements and issues; (10) Include recommendations where performance can be traded for reduced costs or where performance can be added for little or no cost; (11) Provide your corporate information for follow-up investigations by the government and define where your solution is (or would be) developed; (12) And all specific and pertinent information that addresses the technical requirements for which capability is being sought and that would enhance our consideration and evaluation of the information submitted. The Government's intention is to better understand the current state-of-the-art and to determine the best acquisition approach. Industry feedback is vitally important and the Government will be receptive to any and all ideas received from industry. Proprietary information is not being solicited; however, if it is submitted, it should be appropriately marked. All information provided will be protected as 'proposal information' per Federal Acquisition Regulation 3.104-4. This announcement is open until 12:30 PM 8 September 2010.
