Description
This is a sources sought notice only; it is not a request for competitive proposals. The Department of Veterans Affairs, VA Caribbean Healthcare System(VACHS), San Juan, Puerto Rico is conducting a market research to identify potential sources for a contract to provide facilities, equipment, supplies and staff necessary to perform, implement the storage and delivery services to the specific medical needs of the veterans. The Contractor shall provide storage and home delivery services of Nutritional Supplements; medical/surgical supplies and related devices to paraplegic, quadriplegic, home base care respirators bound, blind, terminal cancer and other severe handicapped illness patients throughout Puerto Rico and US Virgin Islands from Monday through Saturday. Delivery time to deliver cases should not exceed 48 hours once the refill is released. With Patient discharged from the Medical Center with those products requirement, the Pharmacy is obligated to provide them immediately but not to exceed 24 hours depending on the patient health condition and availability at their ultimate reside destination. Therefore, an immediate coordinate delivery must be accomplished with 100 % accuracy. Company pickups and/or receive of goods from manufacturers, distributors as needed, pickups patients prescriptions at the Pharmacy Service and provides 24/7 temperature control storage for those goods. Contractor shall provide home delivery services (unique company-patient delivery coordination) to patients and/or surrogates who reside in remote accidental areas as well as high crime incidence areas therefore, allowing patients and/or surrogates to choose the best time for him/her to receive goods. Products which are not able to be delivered for reasons such as: patient death, hospitalized after prescription/medical order has been already released, emergency relocation or trip and/or just plain unknown address, are returned back to the warehouse inventories for redistribution. The anticipated period of performance is from October 1, 2010 through September 30, 2011 with three (3) one year option periods. The applicable NAICS Code for this procurement is 492110, Couriers and Express Delivery Service. The Small Business Size Standard is 1500 number of employees. Interested parties shall provide the following information/documentation for Government evaluation: Current licenses and certifications to perform storage and delivery services; Company profile, including the name of the business, complete contact information, business size & socioeconomic category, such as: Service Disable Veteran Owned Small Business, Veteran Owned Small Business, Women Owned Small Business, Hub zone Small Business, 8(a) Small Business, etc. Parties are reminded that to qualify as a Small Business under any of the above Socioeconomic categories, in the event a set aside is done for any of these small business categories, the regulation requires (except construction) that the small business concern will perform at least 50 percent of the cost of the contract incurred for personnel with its own employees. Interested parties shall be prepared to demonstrate how this requirement will be met, as meeting this requirement will be evaluated in determining the successful offeror once a solicitation is issued. Small business concerns should not claim eligibility for any given set-aside if they cannot meet the cost of personnel requirement for that set-aside. Interested parties should respond not later than August 16, 2010 at 3:00PM, Atlantic Standard Time. This Sources Sought Notice is to assist the VA in identifying an appropriate acquisition strategy only. A solicitation package is not available at this time. Once a solicitation is issued, the same will be announce/posted in this website with sufficient time for all interested parties to respond accordingly. Interested parties shall respond to the solicitation in order to be considered for award.
