- Under the authority of FAR 13.106-1 (b)(1), in conjunction FAR 13, the United States Army Research, Development & Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA 01760, on behalf of the WARSTAR Directorate, intends to negotiate and award a contract to Bruker Bio-Spin Corporation located at 15 Fortune Drive, Billerica, MA 01760-5000. To provide the following services: Service contract for maintenance and repair (as needed) of the Bruker Avance 400 MHz nuclear magnetic resonance (NMR) spectrometer. Service will consist of one preventative maintenance visit and other site visits as required to repair the instrument and associated accessories when malfunctions occur. The period of performance is 1 year with 3 option years. The intent is to award 1 contract to procure the above mentioned materials on the basis of Other than Full and Open Competition. The purpose is to procure both materials to develop garment prototypes. NATURE AND DESCRIPTION OF SERVICES REQUIRED TO MEET AGENCY NEEDS: Service contract for maintenance and repair (as needed) of the BrukerBioSpin Avance 400 MHz nuclear magnetic resonance (NMR) spectrometer. Service will consist of one preventative maintenance visit per year and other site visits, as required, to repair the instrument and related accessories when malfunctions occur. Covers parts, travel and labor costs. DEMONSTRATION THAT CONTRACTOR IS THE ONLY SOURCE AVAILABLE: This is a very specialized piece of equipment and needs to be serviced by the manufacturer. This spectrometer was manufactured for our particular needs and has some nonstandard/specialty equipment associated with it. Bruker BioSpin manufactured this highly complex piece of equipment and is the only company capable of providing service, and original manufacturer's parts for this instrument. DESCRIPTION OF THE MARKET RESEARCH THAT WAS CONDUCTED AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED: The original manufacturer is the only sourcecapable of repairing this highly specialized instrument and providing compatible replacement parts. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: None A STATEMENT OF THE ACTIONS IF ANY THAT AN INTERESTED PARTY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED: Information received will only be considered for future acquisitions.
