- This is a Firm Fixed Price for a commercial service. This announcement constitutes the only solicitation; offers are being requested. This solicitation, W912PB-10-T-0218, is being issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. The applicable NAICS code is 624190. The Regional Contracting Office-Bavaria, located in Grafenwoehr, Germany has a requirement to obtain an Information & Referral Service personnel for the Army Community Service. Work consists of providing all labor, supplies, materials, supervision, transportation, equipment, adhere to Army Regulations, Policies and Procedures and all else nescessary to perform the Army Information and Referral Service Program. Please see the attached Performance Work Statement for details on this requirement. Performance Start Date: 29 September 2010. Place of Performance: USAG Grafenwoehr SFAC Building in Rose Barracks The provisiion at 52.212-2, Evaluation of Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsive, responsible offeror whose proposal conforms to this notice, will be the most advantageous, representing the best value to the Government. A firm fixed price contract will be awarded. The failure of an oferor to provide information sufficient to determine conformance with the solicitation may result in the offeror being ineligible for award. The specific evaluation criterion to be included in paragraph (a) of provision at 52.212-2 is listed in the Addenda to Far 52.212-2. Offers are due by 10:00 noon CET (local time, Grafenwoehr, Germany)on 09-September-2010. All offers are to provide the minimum requirements and submissions as stated in FAR 52.212-1, Instructions to Offerors Commercial Items and attached Addenda to FAR 52.212-1. The Government will evaluate offers in response to the solicitation without discussions and will award a contract to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors (if any) specified in the solicitation. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary established in FAR 52.212-2. The Government reserves the right to make an award solely on initial proposals received. Offerors bear the burden of ensuring that proposals (and any authorized amendments) reach the designated office on time and should allow a reasonable time for facsimile and e-mail transmissions to be completed. All pages of the proposal must reach the office before the deadline specified in this solicitation. The offeror bears the risk of non-receipt of electronically transmitted quotations and should confirm receipt. All responsible sources may submit an offer which shall be considered by the agency. Any prosepective contractor must be registered in the Central Contractor Registration (CCR) in order to eligible for award. Registration requires applicants to have a DUNS number from DUN and Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. All offers are to be submitted via email to the attention of Robert E.
