Description
This is a combined synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID_NOI10168 and the solicitation is being issued as a Notice of Intent on a sole source basis for a based year and 2 options of testing the 1st set and 2nd set of compounds to the Yonsei University, College of Medicine, Republic of Korea. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 2005-43). This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set aside. The National Institute of Allergy and Infectious Disease (NIAID) intend to procure resynthesis of hit compounds from high-throughput screening and simple analogs of hits sufficient to analyze the structure-activity relationships (SAR) of such hits against Mycobacterium tuberculosis. The vendor will provide monthly written reports (in English), as well as, frequent communication regarding priorities and new targets will be expected on a weekly basis. The vendor will provide non-document deliverables to include but are not limited to synthesis on a 10mg scale for reconfirmation and SAR. The subsequent scale up for toxicological and preclinical pharmacological evaluation may be at the 100 mg scale for use in animal evaluations of efficacy against M. tuberculosis. The vendor will provide planning and execution of such syntheses using standard methodology in organic synthesis along with complete analytical characterization of resynthesized molecules (proton and carbon NMR, purity established by liquid-chromatography/mass spectrometry and compositional integrity by quantitative combustion analysis). The North American Industry Classification System (NIACS) Code for this acquisition is 541380, and the small-business size standard is $11.0 million. This is a firm fixed-price contract and the FOB terms are 'Destination' and Net 30. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation (Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award).
