- Attachment 1 - Drawing of Bricks The Social Security Administration (SSA) is seeking quotations for face bricks to be furnished and delivered to Jamaica, New York. This notice is a combined synopsis/solicitation for commercial items (as defined by Federal Acquisition Regulation (FAR) 2.101) prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This is a small business set aside. This announcement constitutes the only solicitation; quotations are being requested at this time. A written request for quotation (RFQ) will not be issued. This acquisition is being conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. All responsible business sources may submit a quotation, which shall be considered. The solicitation number is SSA-RFQ-R02-10-1025. OBJECTIVE: The objective of this solicitation is to obtain firm fixed pricing for face bricks. This is a small business set aside. The vendor shall furnish and deliver face bricks that meet the following specifications: ASTM A 216, Grade SW, Type FBS; Brick when tested in accordance with ASTM C67; Classified slightly efflorescent or better; Must match color and texture of existing building face brick. The required quantity and brick sizes are: (1) 1,300 each - Type A Brick Dimensions: 3-5/8" D x 7-5/8" W x 7-5/8" H Color: Pink Ironspot or equivalent color must match existing bricks, (2) 1,300 each - Type B Brick Dimensions: 3-5/8" D x 7-5/8" W x 6-7/8" H Color: Pink Ironspot or equivalent color must match existing bricks, (3) 1,300 each - Type C Brick Dimensions: 3-5/8" D x 3-5/8" W x 7-5/8" H Color: Pink Ironspot or equivalent color must match existing bricks, (4) 1,300 each - Type D Brick Dimensions: 3-5/8" D x 3-5/8" W x 6-7/8" H Color: Red Ironspot or equivalent color must match existing bricks, (5) 1,300 each - Type E Brick Dimensions: 3-5/8" D x 7-5/8" W x 3-5/8" H Color: Pink Ironspot or equivalent color must match existing bricks, (6) 5,000 each - Type E Brick Dimensions: 3-5/8" D x 7-5/8" W x 3-5/8" H Color: Red Ironspot or equivalent color must match existing bricks, (7) 1,300 each - Type F Brick Dimensions: 3-5/8" D x 7-5/8" W x 2-7/8" H Color: Pink Ironspot or equivalent color must match existing bricks, (8) 1,300 each - Type F Brick Dimensions: 3-5/8" D x 7-5/8" W x 2-7/8" H Color: Red Ironspot or equivalent color must match existing bricks, (9) 1,300 each - Type Reveal I Brick Dimensions: 3-5/8" D x 7-5/8" W x 7-5/8" H Color: Pink Ironspot or equivalent color must match existing bricks, (10) 1,300 each - Type Reveal II Brick Dimensions: 3-5/8" D x 7-5/8" W x 3-5/8" H Color: Pink Ironspot or equivalent color must match existing bricks. Note: The words "Type A Brick, Type B Brick, Type C Brick, Type D Brick, Type E Brick, Type F Brick, Reveal Brick I, Reveal Brick II" as used is SSA's method of distinguishing between the different brick sizes and colors. Attachment 1 is a drawing of the bricks. The bricks must be delivered on pallets on F.O.B. destination to Social Security Administration, Joseph P. Addabbo Federal Building, 155-10 Jamaica Avenue, Jamaica, New York 11432-3898. SITE VISIT: A site visit will be held at the Social Security Administration, Joseph P. Addabbo Federal Building, 155-10 Jamaica Avenue, Jamaica, NY 11432 at 10:00 AM EDT on Monday, August 9, 2010. Interested parties should contact Angela Lee at 212-264-3529 if interested in attending the site visit. The purpose of this site visit is to allow potential offerors the opportunity to familiarize themselves with the face bricks, to the extent that information is reasonably obtainable. Samples of the face bricks may be obtained during the site visit. In no event shall failure to inspect the face bricks constitute grounds for a claim after award. Questions regarding areas of uncertainty, which may require clarification or correction, must be requested during or immediately following the inspection tour. All questions and respective answers will be summarized in the form of a solicitation amendment. PRIOR TO PRODUCTION: After award and prior to production, contractor must deliver one unit of each Line Item Numbers 1 through 10 to Social Security Administration, Joseph P. Addabbo Federal Building, Attn: Charles Larson, 155-10 Jamaica Avenue, Jamaica, NY 11432-3898 for approval of brick size, color, and texture. The Contract Specialist (or designated representative) shall notify the contractor of approval or disapproval of each brick. If any of the bricks is disapproved, the contractor shall make the necessary modifications and submit another brick for approval. All costs related to the submission of the bricks for approval are to be borne by the contractor, including any and all costs for additional bricks following a disapproval. The submission of the bricks for approval does not count toward the total order quantity that must be delivered. TERMS AND CONDITIONS: The following provisions and clauses may be accessed electronically at https://www.acquisition.gov/far/index.html. The provisions of FAR 52.212-4, Contract Terms and Conditions-Commercial Items (JUNE 2010) are incorporated by reference. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (JUL 2010) applies as follows: (b)(4), (b)(9)(i), (b)(21), (b)(22), (b)(23), (b)(31), (b)(32)(ii), (b)(34), (b)(41). INSTRUCTIONS FOR SUBMITTING QUOTATIONS: The provisions of FAR 52.212-1, Instructions to Offerors-Commercial Items (JUNE 2008) applies and is hereby tailored as follows: Paragraph (a) The North American Industry Classification System (NAICS) Code is 423320. Paragraph (b)(8) - A completed copy of the Offeror Representations and Certifications-Commercial Items at FAR 52.212-3 (AUG 2009 version) is required as part of the quote. If the vendor has not completed the annual representations and certifications electronically at http://orca.bpn.gov, then a completed copy of the provision at 52.212-3 may be downloaded from https://www.acquisition.gov/far/loadmainre.html must be submitted. Paragraphs (e), (h) and (I) do not apply to this acquisition. Vendor must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the vendor is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. The following additional information applies: All quotes shall include a price quote (that includes at a minimum: pricing for each type of brick, freight charges, and set-up charges, lead time), please indicate if payment by Government Purchase Card will be accepted; a copy of the vendors' most recently published price list(s), and a Data Universal Numbering System (DUNS) number. All shipments associated with the purchase order award shall be on an F.O.B. destination. Quotations should be sent electronically to Angela.Lee@ssa.gov no later than 2:00 PM EDT on Wednesday, August 11, 2010. All questions regarding this RFQ must be submitted electronically to Angela.Lee@ssa.gov. Telephone calls and faxed quotations will not be accepted. EVALUATION CRITERIA: The provisions of FAR 52.212-2, Evaluation - Commercial Items (JAN 1999) (Custom Tailored), for evaluation purposes, the Government will award a purchase order resulting from this solicitation to the responsible vendor whose offer conforms to the requirements of the solicitation in terms of technical acceptability and lowest price.
