- Past Performance Questionnaire Terms and Conditions Performance Work Statement This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitiation number HSCG23-10-R-MAA199 is being issued as a Request for Proposal (RFP); however, the Coast Guard intends to award a contract to obtain a vessel to support the underwater survey of the Mobile Offshore Drilling Unit (MODU) DEEPWATER HORIZON wreckage in the Gulf of Mexico. This solicitiation is a Total Small Business Set-Aside in accordance with FAR Part 19. The Period of Performance of the resulting contract is for August/September 2010 timeframe. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-44. Any award resulting from this RFP will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulation (FAR), and the Homeland Security Acquisition Regulation (HSAR) as appropriate for the dollar value of the award. Proposals shall be submitted on 8.5 x 11 paper with a font size not smaller than 10 pts. Proposals shall be in PDF and not larger than 30 pages (all inclusive). Offers must be received no later than 2:00 p.m. (EST), 18 August 2010. Offers shall be sent to Sandra A. Queen at sandra.a.queen@uscg.mil. Any concerns regarding any aspect of this RFP shall be forwarded to Sandra A. Queen, Contract Specialist, via e-mail at sandra.a.queen@uscg.mil. All questions regarding this RFP must be submitted not later than 12:00 p.m. (EST) on 11 August 2010. NOTE: THIS REQUEST SHALL NOT BE CONSIDERED DIRECTION TO PROCEED WITH THE SUBJECT EFFORT, NOR A PROMISE OF FUTURE DIRECTION TO PROCEED.
