Description
PROPOSED SOLE SOURCE SOLICITATION: PHDs Co The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2). Proposed source is PHDs Co (CAGE: 1UY05, NAICS: 334516). This notice of intent is not a request for competitive quotations: however, all responses received within TEN (10) days of issuance of this notice will be considered by the Government. Further determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses should be faxed to Daniel Enders, ASC/PKOBB, 937-656-1412 or e-mailed to daniel.enders@wpafb.af.mil no later than 16 August 10. Only responses received by this date will be considered. Any questions should be directed to Daniel Enders at daniel.enders@wpafb.af.mil. The Operational Contracting Office, Aeronautical Systems Center, at Wright-Patterson Air Force Base, Ohio intends to award a firm-fixed-price contract for the following requirement: CLIN 0001: a. NPX-32M Detector - Includes detector, mechanically cooled cryostat, and power controller. b. SPECT 72 - Single unit having 72 channels. Output will be a single USB connection to PC. c. Experimental Waveform Readout - Waveform data from a SPECT 32 (and probably SPECT 72 later) can be read through USB connection to PC. d. Laptop PC with modified Imager32 software installed. The following clause is incorporated by full text and is to remain in full force in any resultant purchase order: 5352.201-9201, Ombudsman (Apr 2010). (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Howard E. Marks., Jr., ASC/ACH, 1755 11th St, Bldg 570, Room 101, Wright-Patterson Air Force Base, OH 45433-7404, Tel 937-255-8642, e-mail: howard.marks@wpafb.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
