Description
The U.S. Army Contracting Command, TACOM Contracting Center, Warren, Michigan, issued a sole-source Request for Proposal with The Boeing Company, Mesa, AZ on 01 December 2009. The proposed effort awarded the Joint Recovery and Distribution System (JRaDS) Joint Capability Technology Demonstration (JCTD) prototype demonstrator platforms having the capability to load, unload, and transload cargo from the aircraft cargo ramp to the trailer; to the trailer from the aircraft cargo ramp; and from similarly equipped JRaDS logistical trailers. The trailers also included a crane-arm system to load vehicle components onto the trailer at the recovery site; and Boeing provided training and testing support. The original synopsis stated that an option would be included for two additional JRaDS JCTD platforms with the same above-mentioned capabilities; however, these options for platforms were inadvertently omitted from the Contract. Consequently, options were later added into the Contract for three demonstration events (displays) of the JRaDS trailer. A synopsis for these demonstration events was never advertized in accordance with FAR 5.207. This synopsis will meet the requirement of FAR 5.207 for the three separately priced options. The Government intends to procure these three demonstration events (under this option) on an other than full and open competition basis with The Boeing Company under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2) based on only one responsible source. A period of performance of nine (9) months is anticipated to satisfy the requirement. All responsible sources may submit a capability statement via email to corey.sadowski@us.army.mil. Responses to this notice must be received no later than 3:00 p.m., local time, Warren, MI, September 20, 2010. This notice of intent is not a request for competitive proposals or a solicitation of offers.
