CV-22 BALLISTIC PROTECTION MARKET SURVEY - SOURCES SOUGHT SYNOPSIS : Warner Robins Air Logistics Center (WR/ALC), SOF/PR Division, CV-22 Section (GRUBC) Robins AFB, GA 31098-1670 is seeking information for potential sources regarding industry technologies available to protect aircrew members against small arms fire. Protection is required in both the cockpit and cargo compartment of the CV-22 Osprey tiltrotor aircraft. WR/ALC is seeking this information with the intention of procuring the material and services on a competitive basis. THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY AND IS NOT A REQUEST FOR PROPOSAL. It is a market research gathering tool used to determine potential business firms capable of providing these services prior to determining the method of acquisition and issuance of a Request for Proposal. This should not be construed as a promise to contract. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. CURRENT SYSTEM DESIGN The CV-22 Osprey is the world's first production tiltrotor aircraft. The aircraft combines the vertical flight capabilities of helicopters with the speed, range, and altitude capabilities of fixed-wing airplanes. The aircraft is constructed primarily from composites and lightweight aluminum. The fuselage provides an aerodynamic surface but no ballistic threat protection. The CV-22 is subject to hostile small arms fire and other threats when operating in combat areas. A degree of aircrew protection is provided by existing armored pilot seats but no ballistic protection that covers the cockpit and passenger compartment floor areas, as well as the aircraft ramp area, exists. The USAF is interested in solutions that would mitigate the threat of injury to personnel from small arms and similar threats. DESIRED CAPABILITIES The Government desires a protective armor kit that could reduce the ballistic threat to personnel on the CV-22 tiltrotors. The Government envisions a mission kit of armor panels or other protective means that could be installed on cockpit and cabin floors as needed on any aircraft having mounting provisions. The system would be easily removable at the organizational level for weight reduction when the aircraft is operating in a low-threat/no-threat environment. The intent of this sources sought synopsis is to assess the state-of-the art of the technology available in lightweight armor products that could be applied to meet this requirement. The government is interested in unclassified written submittals of concepts and rough-order-of-magnitude cost estimates for protective systems with the capabilities described above. Respondents must clarify if their firm can provide a total systems approach for commercial or non-developmental items that could be modified to meet the USAFs needs. Respondents should also describe their relevant experience with similar systems and the process they would envision for the development and qualification of a product to meet the stated need.
