- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Note: The Naval Undersea Warfare Center, Division Newport, Rhode Island is NOT accepting quotes or proposals via submission through NECO. The Naval Undersea Warfare Center Division Newport intends to purchase the following items: Germane 72934-01 Model TI10-S10-1 (LPH Server) Component, Qty: 16; Germane 72932-01 Model TI10-S08-1 (Weapons PP Server) Component, Qty: 4; Germane 72933-01 Model TI10-S09-1 (Periscope Video Server) Component, Qty: 10; Germane 72930-01 Model TI10-S06-1 (AP (REAR IO) Server) Component, Qty: 7; Germane 73151-01 Model TI10-S29-1 (Imaging Recording Server) Component, Qty: 10; Germane 73099-01 Model TI10-S30-1 (AP/OBT Server) Component, Qty: 15. Required delivery is NLT 135 days after award, F.O.B. Destination Naval Station Newport; Newport, RI. Partial deliveries and partial payments are authorized. These items must be new, never used, and have the original manufacturer ™s warranty. These items are being procured on a sole make and model basis because these servers are required for use in the AN/BYG-1 Combat System Technology Insertion 10 (TI-10) version of the Submarine Multi Mission Team Trainer (SMMTT) by the SMMTT project. These specific configuration Germane Systems computer Servers are used in the Technology Insertion 10 (TI10) version of the submarine AN/BYG-1 tactical combat system. This latest TI10 version of the combat system is being duplicated in Submarine Multi-Mission Team Trainers (SMMTT) by the SMMTT project. To assure software compatibility, the hardware must be the same as the tactical system hardware decided by the Navy combat system program office. No substitutions are authorized. This is 100% set-aside for small business. Size standard is 1,000 employees. The anticipated posting date of solicitation N66604-10-Q-4146 is on or about 17 August 2010 with a closing date or on about 31 August 2010. All responsible sources may submit a proposal or quotation. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are delivery, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply.
