- STATEMENT OF WORK SOLE SOURCE JUSTIFICATION The Naval Air Warfare Center Aircraft Division, Patuxent River, MD intends to negotiate on a non-competitive basis with Red Star Aviation as follows: Clin 1, 1 lot, 18 hours, 18 flight hours. See full scope of work on attached Statement of Work. The Government intends to procure the above service under the authority of 10 USC 2304(c)(1), FAR 6.302-1. A determination by the government not to open the requirement to competition based upon the response to this noitce is solely withn the discretion of the Government.
