- OPM Specific Clauses Contract Terms and Conditions The U.S. Office of Personnel Management intends to negotiate a sole source contract with Treehouse Software for the following: (1) tRelationship/DPS Software upgrade from IBM2096-T03, 95, MSU to IBM IBM 2096-X03, 150 MSU (2) tRelationship/DPS software for an IBM 2096-X03, 150 MUS. Negotiations will be conducted using other than full and open competition procedures pursuant to the authority of FAR 6.302-1(a)(2). Interested vendors may identify their interest and capability to respond to the requirement or submit proposals. In order to be considered a potential source, interested vendors must submit clear and convincing documentation demonstrating its capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation shall include prices and descriptive literature containing significant technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to Treehouse Software and all firms that respond to this synopsis. If no affirmative written response is received within 5 calendar days after publication of this synopsis that a comparable source is available, a contract will be issued to Treehouse Software for the requirement described above. Due to the proprietary nature of the software, this contractor has been found to be the only known source to perform this requirement. Telephone calls are strongly discouraged.
