- The National Institute of Standards & Technology (NIST), Acquisition Management Division, Gaithersburg, Md., on behalf of NIST intends to procure, on a sole source basis and under the authority of FAR Sub 6.302-1, with the Biotechnology Industry Organization, Washington, DC, for lease of exhibitor space, booth and 12 conference registrations for the 2011 BIO International Convention to be held in Washington, DC, on June 27 through 30, 2011. The Biotechnology Industry Organization (BIO) is the only sponsor of the convention and the only available source to obtain the exhibitor space, booth and conference registration. No other company has the proprietary knowledge or capability to provide these services. A solicitation package will not be issued. This Notice of Intent is not a solicitation or request for competitive quotations; however, the Government will consider other responses received. A determination by the Government, not to compete the proposed acquisition based upon responses to this notice, is solely within the discretion of the Government. The NAICS Code is 813920. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to BIO for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST and are authorized by BIO to provide these services and items may clearly and unambiguously identify their capability to do so, in writing, on or before 12:00 PM, August 12, 2010, EST. This Notice of Intent is not a solicitation or request for competitive quotations. Information submitted in response to this notice will be considered solely for the purpose of determining whether competitive procedures could be used for this acquisition. Any response or questions regarding this notice must be submitted in writing, via e-mail to Raymond Staniewski at raymond.staniewski@nist.gov. Any response received after 12:00 PM, August 12, 2010, EST will not be considered.
