- The intent of this notice is to obtain industry comments and knowledge only for the purpose of assessing the availability of qualified sources. Recent market research has provided that only one source can satisfy the below requirement. The Army Contracting Command CECOM Contracting Center - Tobyhanna Contracting Directorate, Contract Operations Division, Tobyhanna, PA 18466-5100, intends to negotiate a firm-fixed price contract on a sole source basis with Microwave Instrumentation Technologies LLC (MI Technologies), 1125 Satellite Blvd Ste 100, Suwanee, GA, 30024, for remanufacture of a Scientific Atlanta antenna positioner, Model No. 5547-50-L. MI Technologies has acquired the technical data package and proprietary rights from Scientific Atlanta. Additional requirements include installation of the remanufactured positioner at Tobyhanna Army Depot, Tobyhanna, PA; testing; training; and documentation. The positioner is used for the maintenance (ranging) of various systems including the AS-2585A/SPN-43, the AS-2367A/SPQ-9, and the AS-3444/SPG-62. The Government does not have a Technical Data Package suitable for a competitive acquisition, the data required being proprietary to MI Technologies. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this requirement based on this notice is solely within the discretion of the Government. Award of this requirement will be in accordance with Section 4202 of the Clinger-Cohen Act of 1996 as amended by Section 817 of Public Law 108-375, and FAR 13.5.
