Description
This is a Pre-solicitation notice and not a solicitation or Request for Proposal (RFP). The RFP/solicitation package will be available at a later date. Proposals are not being solicited or accepted at this time. Interested parties should follow the instructions below. The Air Armament Center (AAC)/PKO intend to solicit, negotiated and award a contract for Aircraft Maintenance Services and Repairs at Eglin Air Force Base, Florida. The maintenance services and repair to be provided is for the F-16, A-10, F-15, F-22, F-35, UH1N, C-130 and the CV-22 aircraft; modifications to aircraft and non-aircraft equipment, to include possible maintenance of transient aircraft. The service provider shall be responsible for limited on-equipment and all off-equipment maintenance for all assigned aircraft and equipment. The service provider shall also perform maintenance functions consisting of nondestructive inspection, oil analysis program, avionics, structural maintenance, survival equipment, metals technology, fabrication, fuel systems, pneudraulics, egress/life support, propulsion/test cell and support section, electro/environmental, aero repair, wheel and tire, armament systems, aircraft corrosion control, aircraft wash, aircraft phase inspection (Phase and HPO Inspections), and HAZMAT issue point. Additionally, the service provider shall provide crash/damaged aircraft recovery services for Eglin AFB to include Northwest Florida Regional Airport. Furthermore, the service provider shall provide custodial services for maintenance facilities assigned as well as perform minor facility/equipment maintenance. The service provider shall support and provide select maintenance personnel as required by the Government for temporary duty assignments, other mission support requirements, and provide limited maintenance support as required by the Government to support deploying test/training missions. There will be a DRAFT solicitation posted within two weeks from the date of this notice. This initial DRAFT solicitation with the Performance Work Statement (PWS) will be posted in FBO for two weeks, and feedback and questions are encouraged. There will be an Industry Day located at Eglin AFB, Florida 32542 to be scheduled during the month of August 2010. The final solicitation will be posted at a later date following the feedback from the draft solicitation. The solicitation will not be provided in hard copy. Potential offerors may download the solicitation online from the Federal Business Opportunities (FBO) website www.fbo.gov, searching under RFP number FA2823-10-R-0007. This is a full and open competition acquisition. The North American Industry Classification System (NAICS) is 488190. All responsible sources may submit an offer which will be considered by the Government; however, due to the security requirements, foreign contractors are not permitted to participate. IAW 10.002(d)(2), the Government does not intend to use FAR Part 12 for this acquisition; FAR Part 15, Contracting by Negotiation will be utilized. Offerors must be registered in Central Contractor Registration (CCR) and have a valid Cage Code and DUNS number at the submittal of their proposals. Online Representation and Certifications can be accomplished online at ORCA website https://orca.bpn.gov. An Ombudsman has been appointed to address concerns from offerors or potential offeror during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Technical Official identified above.
