- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REOUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. USACE Norfolk District is seeking eligible firms capable of performing a large ocean dredging and beach nourishment project in which the sand sources are at significant distances (15 to 20 NM) from the Wallops Island coastline to be nourished and protected. Other distinguishing physical criteria in the project area environment include a shallow coastal plain which could complicate delivery of the sediment to the beach area by extending the standoff distance a dredge or scow can approach the beach and transfer the sediment to a Scotts buoy or combination of Scotts buoy and intermediate pump stations. Modeling and planning investigations suggest that the volume of sand required to build a protective beach environment in front of NASAs Wallops Island, VA is in the 2.6 MCY to 3.2 MCY range. As the customer is incrementally funding this project over two Fiscal Years, Norfolk District is seeking preliminary planning information from industry experts familiar with various approaches to such a project so as to maximize dredging and beach building efficiency through optimum scheduling, phasing, specifications of equipment, and other planning elements to support best execution. While some existing Wallops Island seawall extension and potential repairs are being set aside as Small Business awards, the dredging and beach nourishment phases of the shoreline protection program will be competed among all contractors with the technical capabilities, the equipment, and the experience on such projects to ensure the project can be completed effectively and efficiently. Optimally, this Sources Sought letter is seeking to determine if and how this project might be performed within a single mobilization that allows execution of the Base contract during FY11 in such a timeframe that the follow-on FY funding could be used to fund the Option portion of the contract to complete the project without incurring the expense and delay of an intermediate demobilizing and remobilizing to complete the project. The combined target award of this dredging and beach restoration contract (Base plus Options) is between $30,000,000.00 35,000,000.00. All qualified firms are encouraged to respond. Upon review of the industry response to this Source Sought Notice, the Government should be able to complete acquisition strategy planning to support a full and open completion that is in the Governments best interests. The estimated award date is Summer-Fall of 2011. The NAICS Code 237990 will apply to this project. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of qualified sources prior to finalizing the method of acquisition, best timing, and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. It is requested that interested businesses submit 5 projects similar in scope and size (See Attachment A). Submission requirements (Attachment A) will be available on/about 19 AUGUST 2010 via Federal Business Opportunities (FedBizOpps, https://www.fbo.gov). Prospective contractors must be registered Vendors with https://www.fbo.gov in order to download plans and specifications. Prospective contractors must be registered in the DOD Central Contractor Registration (CCR) database in order to obtain access to FedBizOpps. CCR Registration must also be active and current to be eligible for contract award.
