Description
STATEMENT OF WORK This is a SOURCES SOUGHT NOTICE to determine the availability and capability of small businesses including certified 8(a), Small Disadvantage, HUB Zone one firms; veteran-owned small business, and women-owned small businesses. This information is being sought for information and planning purposes only and shall not be construed as an invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication the Government will contract for the items or services herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this source sought. Any response received will not be used as a proposal. The Government is seeking companies interested in providing Guest Lecturer Services at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia. The purpose of this announcement is to conduct Market Research for sources interested in performing lecturer services in FLETC training program Recovery of Evidence from CCTV Video Recordings (RECVR) to Federal, state, local and tribal law enforcement employees. The contractors shall provide Recovery of Evidence from CCTV Video Recordings via lecture; laboratory and practical exercises using prepared FLETC lesson Plans and supporting student training materials. Lectures will range from two to eight hours each over a period on five days. Information shall consist of dialed information, in depth discussion, a question and answer session. Information contained within the lecture shall be readily reinforced through hands on applications. Guest lecturers are expected to, in addition to utilizing the prepared lesson plan, provide supporting materials with up to date technologies, protocols, and trends both on their own and at the request of the programs manager and Senior Instructor. The lectures will include, but are not limited to: 1. Scene and Digital Closed Circuit Television (DCCTV) Assessment 2. Scene and DCCTV Documentation 3. DCCTV System Access 4. Media Acquisition and Transfer of Data 5. Verification of Transfer and Viability of Data 6. Return of the DCCTV System to Service Contractors must have reputable experience providing recovery of evidence from CCTV video recordings lectures to law enforcement officers, military organizations, professional organizations, and testifying in court. The lecturers for these topics should have knowledge based experience. They should be familiar with the proper documentation of crime scenes, evidence collection procedures, chain of custody and court testimony as it relates to video evidence. The lecturers should be well versed in subject matter cases studies and lessons learned through the lecturers own video recovery and analysis case work. THIS NOTICE IS FOR PLANNING PURPOSES ONLY, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in this announcement. All companies interested who can provide this type of training should respond electronically and provide a summary of experience and expertise in this area. Responses must be sent to this notice no later than 10:00 a.m. EST on August 16, 2010 submitted by email to glovell@dhs.gov, Gretchen Lovell, Contracting Officer for consideration. Responses to this announcement will not be returned, nor there any ensuing discussions or debriefings of any responses. Please be advised the information will not be returned to the sender.
