Description
In accordance with the Federal Aviation Administration Acquisition Management System (FAA AMS) paragraph 3.2.2.4, Single Source Selection Procurement Process, Subpart 3.2.2.4.1.2, the purpose of this announcement is to inform industry of the FAA's intent to contract with a selected firm using single source procedures. The Federal Aviation Administration (FAA) intends to award a contract to JVN Communications, Inc., Absecon, New Jersey to provide the Air Traffic Organization - Terminal Field Operational Support (ATO-TFOS) with FAA Inter-facility Radar Simulator (FIRS) Platform upgrades to existing Stand-alone Inter-facility Radar Simulator (SIRS) and Rack-mount Inter-facility Radar Simulators (RIFRS) used in Standard Terminal Automation Radar System (STARS) and Common Automated Radar Terminal System (CARTS) air traffic control test laboratories. These upgrades include servers and/or standalone processors, user licenses and training of Simulation Driver Radar Recorder (SDRR) Graphical Scenario Generation Tool (GSGT), Random Access Plan Position Indicators (RAPPI) Airspace Visual Display (AVID), Inter-facility Shadow (IFShadow) and JVN Flight Data Input/Output (JFDIO) platforms. Each platform encompasses hardware, Linux operating system, application software and permanent user licenses. JVN Communications Inc. owns intellectual property rights to all FIRS applications and device drivers. SIRS and RIFRS produce National Air Space (NAS) inter-facility data, multiple RADAR information, capable of reproducing this data from any supported RADAR approach control. SDRR provides new external surveillance sources such as Automatic Dependent Surveillance - Broadcast (ADS-B) and Multilateration (MLAT). SIRS is used within the STARS Central Support Complex (SCSC) located at the William J. Hughes Technical Center (WJHTC) and supports several STARS test systems. RIFRS is used at test systems located at the WJHTC and ARTS IIIE/IIE Operational Support Facilities (OSF). SIRS and RIFRS are an intricate part of the OSF operational structure. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capabilities and experience in providing the above required work, and the FAA will evaluate this accordingly.
