Description
The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to negotiate on a non-competitive basis with American Bio-Clean of Anaheim, CA for an acquisition supporting the KC-130J aircraft. This acquisition is for two (2), with an option of two (2), Part Degreasers P/N 55HT301 and two (2), with an option of two (2) containers of cleaning solution P/N PC030PMM, that will be used to meet the KC-130J propeller maintenance requirements for initial outfitting for VMGR-452, Foreign Military Sale, and USAF support. American Bio-Clean designs and manufactures the customized cleaning solution and parts cleaning system using a water-based cleaning fluid integrated with a self-contained bio-remediation process. The parts degreaser cleaning solution emulsifies, degreases, and disperses hydrocarbon deposits and dirt. Biologically safe microorganisms metabolize the Teflon grease and oil into carbon dioxide and water. The American Bio-Clean system is currently used by the KC-130J maintenance program to pass flight inspections and avoid operational risk. The Government does not own the rights to current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
