- SOLE SOURCE JUSTIFICATION Solicitation N00421-10-T-0346is issued as a request for quote. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on a sole source basis with the Society of Hispanic Professional Engineers, for the line items listed below, under the authority of 10 USC 2304 (c)(1), FAR Part 6.302-1. The contract line numbers and descriptions are: Clin 0001, 1 lot, consisting of 4, 1 page, four color advertisements in the 2010-2011 Society of Hispanic Professional Engineers (SHPE) Magazine for the following: Conference 2010-Washington/Hispanic Heritage (October 2010), Diversity/Conference Highlights (January 2011), Latina Engineers/Careers (March 2011), and Back to School/Hispanic Heritage (September 2011). Cost should include animation added to the on-line version of the magazine with each publication. It will also include the cost for the lead sponsor of the digital edition of the Conference 2010 Washington/Hispanic Heritage. See attached for full Statement of Work. Please note: This is not for the design of advertisements, it is the publication of Government advertisements in a specific magazine. Award is expected to be 08/20/2010. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 08/11/2010 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
