Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Epidemiology and Biostatistics Program (EBP), plans to procure on a sole source basis with Fred Hutchinson Cancer Research Center, PO. Box 19024, 1100 Fairview Avenue, N., J6-500, Seattle, WA 98109 for services regarding the analysis of Prevalence and predictors of human herpesvirus 8 DNA positivity in peripheral blood in a nationally-representative sample from Uganda. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541380 and the business size standard is $12 M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from date of award. The National Cancer Institute (NCI) is evaluating the prevalence of poorly controlled human herpes virus 8 (HHV8) infections in Uganda. HHV8 is the viral cause of Kaposi sarcoma. Kaposi sarcoma is endemic in some parts of Uganda. Testing for HHV8 control requires high-quality DNA, which can be extracted from previously collected blood specimens that have been stored frozen. Testing for HHV8 DNA also requires extraordinary expertise in characterizing HHV8 in Africans. The contractor shall determine the prevalence of HHV8 DNA positivity in 2133 plasma samples collected from a general population in Uganda and to identify risk factors for HHV8 DNA positivity using a nationally representative sample from Uganda. This sample is adequate to determine that prevalence of HHV8 DNA positivity varies by geography. The proposed contractor, Fred Hutchinson Cancer Research Center (FHCRC) is uniquely qualified to conduct the analyses of the blood specimens that are in freezers in Uganda at the Uganda Virus Research Institute. The samples are unique and irreplaceable and they will be released for testing in that country. The FHCRC is the only institution with an HHV8 molecular laboratory in Uganda. Their laboratory is located at the Infectious Diseases Institute at Makerere in Uganda and has proven competence of exceptionally high quality HHV8 PCR results in Uganda based on performing HHV8 PCR on 23,260 samples at their laboratory in the U.S. and 14,300 samples in Africa at their laboratory in Uganda. The Uganda Virus Research Institute will release the samples to the FHCRC to be tested at Infectious Diseases Institute at Makerere to be tested on behalf of NCI. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on July 23, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
