- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotation (RFQ) for the following GeneralSpecifications for Microcast MarM-247 Kb Bars.A. Description: Services to be provided under this procurement shall include receivingGovernment supplied advanced superalloy raw material (Microcast MarM-247), machining andpreparation of 48 Kb bar (surface-flaw) fatigue crack growth test specimens of the saidmaterial per the attached drawing (all the dimensions are in inches), and return of anyremaining raw material and all the machined specimens.B. The Government will provide 24 Microcast MarM-247 solid cylindrical castings eachwith a nominal length of 4.15 in. and a nominal diameter of 0.600 in. to the Contractor. Said material is cast in a unique fast solidification process to minimize grain growth;material is subsequently canned in steel enclosures and treated in a very high pressure,high temperature process, along with other lower temperature heat treatment procedures.C. The Contractor shall provide the following services:1. Inertia Welding: The Contractor shall machine 48 'test pieces' from the 24 MicrocastMarM-247 solid cylindrical castings supplied by the Government per the attached drawing. 'Button Head' material (Inconel 718) shall be supplied by the machining vendor. Sincetwo pieces are required for each Kb bar specimen, a total of 96 Inconel 718 'buttonheads' shall be machined per the attached drawing. Two Inconel 718 'button heads' shallbe inertia-welded on both ends of the Microcast MarM-247 'test piece' (center) per theattached drawing. 2. Machining Kb Bar Specimens: Kb bar specimens (48) shall be machined from theinertial welded bars per the attached drawing by the Contractor. In each Kb bar specimenthe contractor shall machine a surface-flaw per the attached drawing.3. Inspection of Kb Bar Specimens: The contractor shall inspect all the machined Kb-barspecimens and shall identify and report all non-confirming specimens. Each specimen shallbe packaged separately to protect the specimen during shipping.4. The Contractor shall return all machined Kb bar specimens and any unused Microcast,MarM-247 material to the Government.The provisions and clauses in the RFQ are those in effect through FAC 2005-43.The NAICS Code and the small business size standard for this procurement are 541380 or$12.0 million respectively. The offeror shall state in their offer their size status forthis procurement.All responsible sources may submit an offer which shall be considered by the agency.Delivery shall be FOB Destination.Offers for the items(s) described above are due by 4:00 local time by August 20, 2010 toNASA GRC, ATTN: Bernadette Kan, MS 60-1, 21000 Brookpark Road, Cleveland, OH 44135 andmust include, solicitation number, FOB destination to this Center, proposed deliveryschedule, discount/payment terms, warranty duration (if applicable), taxpayeridentification number (TIN), identification of any special commercial terms, and besigned by an authorized company representative.
