- Synopsis: The US Forest Service intends to negotiate a sole source contract with Forest Technology Systems Ltd. for six Geostationary Operational Environmental Satellite (GOES) Telemetry Transmitters. This system initiates communication between the smoke monitor and transmits data to the GOES system. Required specifications of the Telemetry Transmitters include: • The transmitter must be able to initiate communications to the E-Sampler smoke monitor as well as performing the GOES transmissions. • It must be programmed to transmit data hourly. • The antenna must be an omni-directional antenna used to transmit the signal from the transmitter to the GOES satellite. The omni-directional characteristic of the antenna eliminates the need for the user to orient the station in a specific direction. • A GPS antenna signal must be used by the GOES transmitter as a timing calibration standard in order to meet the time and frequency tolerance requirements of the GOES system. • The system design should allow communications between the GOES transmitter and E-Sampler via a command port. The command port on the GOES transmitter will need an RS-232 protocol, command line, text based interface to configure the transmitter. The Command Port should also be configured to be able to check communications with the smoke monitor and to provide operational details on the GOES transmitter. • The status indicators are required to provide visual feedback on the operation of the transmitter. • All the equipment must be environmentally protected and mount on the E-Sampler tripod. • The transmitter must be powered by the E-Sampler. Market research has determined that Forest Technology Systems Ltd. is the only supplier of the telemetry transmitter that meets the specifications outlined above. This Notice of Intent is not a request for competitive proposals. No solicitations documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service, to the Contracting Officer within (7) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer, Forest Service Contracting, 3833 S. Development Ave, Boise ID, 83705 or via fax to (208) 387-5384. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Forest Service will proceed with the sole source negotiation with Forest Technology Systems Ltd.
