Document Type: Sources Sought Notice Contracting Office Address: Department of the Air Force, Air Force Space Command, SMC - Space and Missile Systems Center, 483 N. Aviation Blvd, El Segundo, CA, 90245-2808 Description: The U.S. Air Force Space and Missile Systems Center (SMC), MILSATCOM Wideband Group (MCWG) intends to release a solicitation to develop and field a ground-based contingency capability that can restore mission utility of a Wideband Global SATCOM (WGS) satellite following a mission-ending risk of a prime star tracker unit failure. MCWG is seeking a Statement of Capabilities ("SOC") from contractors able to meet the needs described below. The system shall be a software only solution with no new ground hardware required. The contingency capability shall operate with any WGS spacecraft subsystems and the existing WGS ground control systems and operators. Ground control locations include but not limited to Ft Meade, MD and Landstuhl, Germany. This capability shall support continuous payload operations with minimal degradation relative to coverage Equivalent Isotropic Radiated Power ("EIRP") and Gain over Temperature ("G/T") requirements in the WGS system specification. Prospective bidders shall have sufficient knowledge of the WGS attitude control system and algorithms to enable them to convert the spacecraft attitude knowledge obtained from payload measurements into a spacecraft command to correct attitude errors as appropriate. The Payload Pointing System ("PPS") shall, at a minimum, meet the following requirements: 1. System shall be fielded within six to seven months after contract award 2. Install the system at a minimum of two wideband satellite operations center 3. Support any WGS satellite within view of the ground site 4. Meet U.S. Army information assurance requirements The SOC shall not exceed 10 one sided 8X11 pages in length form. Response must be submitted by e-mail in an MS Office 2007 compatible or pdf format. The period of performance is for 11 years and will begin in FY10 lasting through FY21. This is a follow-on effort to the existing WGS development, procurement and support contracts currently performed by Boeing Satellite Systems, El Segundo, CA. This notice does not constitute an RFP. Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any cost associated with the submission of a SOC. Submit all responses to synopsis to: MCSW/PK, Attn: LaKisha Porter, 483 N. Aviation Blvd, El Segundo, CA 90245-2808 (e-mail is lakisha.porter@losangeles.af.mil) Interested parties must identify to the Contracting Officer their interest and capability to satisfy the Government's requirement within 15 days of this notice. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
