Description
Synopsis: The US Forest Service intends to negotiate a sole source contract with Met One Instruments for five E-Sampler - Air particulate Monitors (with accessories). These monitors will be used nationally to monitor smoke in real-time from prescribed and wildland fires. The information from the monitors is used by air quality specialists and fire personnel to assess the impacts from smoke on local communities. Required specifications of Air Particulate Monitors (nephelometer based real-time smoke particulate monitoring): Field requirements for smoke monitoring include: • Battery operated for at least 24-hours • Real-time monitoring • Ability for gravimetric filter testing for custom calibration • Lightweight - weigh less than 25 lbs. • Environmentally protected. • Ability to communicate with the GOES satellite network or similar telemetry system. • Accurate to within 25% of Federal or equivalent method standard. • User defined, inlet heater to remove RH from air sample (obtains for accurate results when measuring smoke concentrations is high humidity areas). Market research has determined that Met One Instruments is the only manufacturer of an air particulate monitor that meets the specifications outlined above. This Notice of Intent is not a request for competitive proposals. No solicitations documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service, to the Contracting Officer within (7) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer, Forest Service Contracting, 3833 S. Development Ave, Boise ID, 83705 or via fax to (208) 387-5384. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Forest Service will proceed with the sole source negotiation with Met One Instruments.
