- U.S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), on the behalf of NOAA NESDIS/ Ocean Research & Applications Division intends to negotiate on a non-competitive basis with Hawaiian Rafting Adventures, Inc. for the award of a Contract under FAR part 13 Simplified Acquisition Procedures. This Acquisition for Other Than Full and Open Competition is pursuant to the authority permitted under Federal Acquisition Regulations Subpart 6.302-1 (1) and 41.U.S.C. 253(a)(1), "Only responsible source and no other supplies or services will satisfy agency requirements." Solicitation number DG133E-10-RQ-0177(GJB) is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. This acquisition is a total set-aside for Small Business. The associated NAICS code and small business size standard is 336612 and $500M. The Small Business Competitiveness Demonstration Program does not apply to this acquisition. The Government is seeking to NOAA/NESDIS/STAR requests the following in support of the Marine Optical Buoy (MOBY): Statement of Work for Cleaning, Calibration and Emergency Response Associated with the Marine Optical BUOY (MOBY) System, Hawaii -- Hawaiian Rafting Adventures NOAA/NESDIS/STAR requires services described under this agreement. Period of Performance: One year from date of award. Provide and operate boat charter service, suitable for the safe and efficient transport of materials and personnel to and from the Lanai MOBY deployment site in support of the monthly diver calibration effort, and for emergency situations (i.e., tether failures). Provide skilled and trained divers to perform defined monthly MOBY re-calibrations and services under typically adverse weather and sea conditions. Provide experienced technical and logistical support on Maui for materials in transit to and from the Lanai MOBY site. Calibrate and maintain the Marine Optical Buoy (MOBY) at the mooring site located 12 miles off the coast of Lanai, Hawaii. Cost should include the boat charter, fuel, divers, and incidental equipment. Contingencies: Since MOBY is a remote ocean site, there have been several times in the past when emergencies occur, the buoy will break-free from its tether, the vendor must be able to respond quickly, retrieve, and reattach the buoy to its tether/mooring. Notwithstanding the Government intent to negotiate this requirement on a single source basis under the authority of 41 USC 253©(1) as implemented by FAR 6.302-1, any source possessing the capabilities to provide the required service may submit a statement of qualifications which, if timely received, will be considered by NOAA. Responses must be received by August 23, 2010, 10:00am Eastern Standard Time.
