Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to GE Healthcare Bio-Sciences, 800 Centennial Avenue, Piscataway, New Jersey, 08854-3911 to procure the following: 1. Description: INCA2000 Trans Light 53-851844-000, Product Number: 28953487, Quantity: (one) 1 each. 2. Description: INCA2000 LIVE A TEMP/EC, Product Number: 28954208, Quantity: (one) 1 each. 3. Description: INCA 2000 2X.1 OBJ LENS 34-100498-002, Product Number: 28953476, Quantity: (one) 1 each. 4. Description: INCA 2000 4X.2 OBJ LENS 34-100498-004, Product Number: 28953477, Quantity: (one) 1 each. 5. Description: Investigator 1 Seat, Product Number: 28408971, Quantity: (one) 1 each. The sole source determination is based on the fact that National Institute of Health (NIH) is the nation’s medical research agency and the primary Federal agency conducting and supporting making medical discoveries that improve people’s health and save lives. The National Human Genome Research Institute (NHGRI), the National Institutes of Health Chemical Genomics Center (NCGC) has begun transitioning into the broader scope National Center for Translational Therapeutics. The cumulative experience of NCGC demonstrated a need for a group to consolidate assay development, assay miniaturization applicability and adaptation to evaluate qHTS feasibility, and validation of promising new assay technologies that had previously been done piecewise by different project teams who divided project workflow between data production and these experimental evaluations. The Assay Technology Development laboratory will unburden separate project teams from these tasks, while maintaining full system compatibility with the automated robotic qHTS facility, such that validated assay methods and promising assay technologies can be immediately implemented in large scale drug discovery campaigns with confidence that protocols and methods work in the high-density formats and apparatus used by the qHTS facility. This procurement is required for the Laboratory as part of the overall mission to develop and deploy new technology and assays for the screening of rare and neglected disease targets. As part of this mission, not only will assays addressing rare and neglected disease targets be investigated, but also the compound libraries used in these assays. GE Healthcare Bio-Sciences supplies will also be compatible with the InCell Analyzer 2000 flexible automated cell imaging system from GE and only one responsible source and no other supplies or services will satisfy agency requirements. Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing, with business size standard of 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001) and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-43 (July 23, 2010). This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis, by August 11, 2010, 7:30 a.m. Eastern Standard Time. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
