Description
This Request for Information (RFI) is issued by the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) in order to identify potential sources and to gather information to assist NSWCDD in preparing for the deployment of future Naval systems. NSWCDD is looking for information on the feasibility of using rotary wing aircraft to tow airborne sensor arrays. The arrays would be towed using cables between 1000 and 4000 feet in length and would weigh up to 5000 lbs. The arrays would be capable of maneuvering relative to the tow aircraft up to +/- 20% of the tow cable length both vertically and laterally, at speeds between 40 and 120 knots. The basic application would be to allow the array to follow a designated path over ground. Responses should be sent in the form of a capability statement and should identify applicable technologies and current capabilities, expected accuracy of following a designated path over ground, areas of risk and ways to mitigate those risks. Security - Respondents should possess the ability to handle secret level material or have the ability to obtain the ability to handle secret level material in under 30 days. Information Requirements - Submissions should include company name, commercial and government entity (CAGE) code, company size status (SBA Small Business Size Standard for NAICS 541330 is $27M), point of contact including telephone number(s) and e-mail address(es), a capability statement that addresses all requirements noted in this RFI, and any other information that the vendor determines may be helpful to the government's planning efforts. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Responses to this RFI will not be returned. Respondents will not be notified of the results of the review. Responses to this RFI must be submitted via electronic mail to amy.t.richards@navy.mil on or before 27 August 2010 no later than 4:00 PM Eastern Standard Time. Please reference "N00178-10-Q-3909 RFI Response" in the subject line. No solicitation exists at this time; therefore, do not request a copy of the solicitation. If a solicitation is released it will be posted in the Federal Business Opportunities (FBO at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) at http://www.neco.navy.mil. It is the responsibility of potential offerors/bidders to monitor this site for the release of any solicitation or synopsis.
