Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Genetic Epidemiology Branch (GEB), intends to procure on a sole-source basis with Fred Hutchinson Cancer Research Center (FHCRC), Women's Health Initiative (WHI) Clinical Coordinating Center; 1100 Fairview Avenue, J6-300; Seattle WA 98109. The Contractor shall acquire serum and DNA samples from the Women's Health Initiative (WHI) to measure germ-line variation, Hp, pepsinogen I, pepsinogen II, and telomere length in gastric cancer cases and controls. The Contractor shall pull, aliquot, and transport serum samples from 145 cases, 290 controls, and 44 QC samples and DNA samples from 178 cases, 356 controls, and 26 QC samples. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-(b)(1). The North American Industry Classification System Code is 621511 and the business size standard is $13.5M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months from date of award. Gastric cancer remains the second leading cause of cancer-related mortality worldwide. Rates are generally higher in developing countries, and lower in North American and Western European countries. Most cohort studies were initiated in populations at lower risk for gastric cancer. As such, case numbers are small in most cohort studies, leading to limited power to investigate moderate risk factors. NCI is pooling prospective collected samples from multiple cohort studies in the cohort consortium in order to identify risk factors for gastric cancer. The three aims of the project are to investigate the association of gastric cancer with: 1) Germ-line genetic variation, including both single nucleotide polymorphisms (SNP) and copy number variants (CNV); 2) Helicobacter pylori (Hp), pepsinogen I, and pepsinogen II; 3) Germ-line telomere length. The WHI cohort is a unique, prospectively followed study population of post-menopausal women from the United States in which to examine the etiology of disease. The proposed population of gastric cancer cases and controls from FHCRC will be part of a larger joint effort to examine variation in several important risk factors for gastric cancer among cohorts from the NCI Cohort Consortium. In order to maximize statistical power to evaluate this hypothesis, the NCI plans to include cases from several prospective cohort studies, similar to FHCRC, with detailed exposure data and available prediagnostic biospecimens. The samples from FHCRC will serve as a vital component since gastric cancer is more prevalent in women than men and the cases and controls provided will be solely from women. The specific samples that will be provided to the NCI are in the sole possession of the Fred Hutchinson Cancer Research Center. For this reason, no other source can provide the data to the NCI towards the UGI, GWAS and telomere length study. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 23, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
