Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure on a sole source basis with Amega Scientific; 617 Stokes Road, Suite 4334; Medford, NJ 08055 for the installation of 58 additional monitoring points on the government-owned Amega-View Wireless Environmental Monitoring System currently in use at Building 10 on the NIH Campus. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b) (1). The North American Industry Classification Code is 334513 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery Date: 60 days from date of award. The current system provides automated notification if a critical piece of equipment goes out of range and therefore limits or eliminates the loss of irreplaceable or extremely expensive scientific samples and materials. The system currently monitors the following NCI equipment including, but not limited to: -80 degree freezers, LN2 freezers, walk-in cold boxes, CO2 incubators, -20 freezers and refrigerators which house many of the samples currently used for research and critical for future research towards the mission of the entire NCI. The initial system was installed in April 2010, since then, new equipment that was not previously deemed critical for monitoring was discovered, as well as equipment that had been moved to a different location. The combination of these factors resulted in 58 additional points to be monitored in Building 10. Since the points are spread throughout the entire Building 10 facility, the addition of another system is impractical because it would cause confusion when accessing the critical information that must be maintained collectively. The additional points must be monitored in the same manner as the previous points. Amega Scientific is the only source capable of meeting this requirement. In addition, the system offered through Amega Scientific is proprietary in nature and cannot be modified in any way by another vendor. For these reasons, no other source is known to the NCI who can provide the equipment required. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on August 23, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
