- Arcata Associates, Inc. has a requirement for four (4) each 2016 MUX9 2 Channel MuxInput (TTL), four (4) each 2017 DEMUX9 2 Channel Demux Output (TTL), two (2) each 4304Comm Mux/Demux with single pluggable AC power supply (DC Opt), three (3) each PS-AC 4390PS01-AC Pluggable Power Supply-AC Universal Input, three (3) each 2041 OC3CIF OC3Concatenated Interface SC/SM Inupt and Output, and three (3) each 2100 DS1IF T1 InterfaceInput/Output.Arcata Associates, Inc. intends to purchase the items from Apogee Labs, 210 South ThirdStreet, North Wales, Pennsylvania 19454.APOGEE LABS is the only responsible source which is capable of satisfying the agencysunique need for the following reasons:a.APOGEE LABS is the only manufacturer capable of satisfying all the NASA DFRCrequirements for the transmission and reception of the MOF PCM telemetry data. This PCMdata multiplexer has been used on the NASA DFRC WATR range for years and is a provenentity. b.APOGEE LABS has demonstrated their ability to meet these requirements effectivelyand within budgetary constraints set aside by NASA DFRC WATR for this procurement.Procurement of another manufacturers equipment would significantly increase theprocurement cost due to other manufacturers equipment not being compatible with otherdata multiplexers currently used throughout the WATR range. Spare parts and modules existfor this equipment allowing for shared spare resources within DFRC. c.Mission impact risk will be significantly reduced due to APOGEE LABSs ability tomeet our requirement with Commercial-Off-The-Shelf (COTS) equipment with short lead time.Other manufacturers do not have a COTS solution and would require long lead time due toengineering, development, production and delivery delays. APOGEE LABS is the only manufacturer that can satisfy our mission critical timeconstraints. APOGEE LABS can deliver replacement receivers within 60 days.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 8/13/10. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis.Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
