Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) plans to procure on a sole source basis with University of Washington, 4333 Brooklyn Ave NE, Seattle, WA 98195-0001 for services regarding Germline Telomere Length in relation to the Risk of Barrett's Esophagus and Esophageal Adenocarcinoma. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 621511 and the business size standard is $13.5M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be for twelve months from date of award. The contactor shall determine telomere length by high-throughput Q-PCR in 500 Barrett's esophagus subjects, 500 esophageal adenocarcinoma subjects, and 1000 common controls. All samples will be shipped to the Contractor by NCI. In order to have a sufficient number of samples in this study, the contractor shall measure germline telomere length by Q-PCR of genomic DNA in cases and controls from within the Barrett's Esophagus and Esophageal Adenocarcinoma Consortium. A consortium of 12 population-based case-control and cohort studies was established to provide an adequately large sample size to better characterize risk factors of esophageal adenocarcinoma (EAC) and its precursor lesion, Barrett's esophagus. The University of Washington, Department of Pathology, laboratory of Dr. Peter Rabinovitch, is uniquely qualified to perform this work. This laboratory has an operating telomere assay that is capable of measuring average telomere length in DNA using limited amounts of DNA and with high-throughput to analyze the needed number of samples. This telomere length assay has been perfected in only a few laboratories. However, this laboratory, under the direction of Dr. Peter Rabinovitch, is the only lab that has previous experience applying the telomere length assay in Barrett's esophagus and esophageal adenocarcinoma studies. In order to confirm previous findings, the samples and analysis need to be handled in a standardized manner. Dr. Rabinovitch is a collaborator on the University of Washington/Fred Hutchinson Cancer Research Center study that has stored the DNA from studies in the BEACON consortium; these DNA samples will also be used for the current project. To have the telomere length assays performed in this same laboratory will simplify the logistics of DNA transfer, and will allow direct comparison of data from all studies. The findings can be of high relevance in the future search for an early prognostic biomarker identifying individuals at risk of this emerging malignancy. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on XXXXX. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
