Description
The US Environmental Protection Agency (EPA), Office of Air and Radiation, Transportation and Climate Division, intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with DecisionWare for analysis of the international energy sector impacts of U.S. Transportation policies that reduce greenhouse gas emissions using a detailed, technology-rich mode with international coverage. The USEPA requires the use of technology rich models to develop estimates of the environmental and economic impacts of different vehicle (e.g. gasoline/electric hybrid vehicles) and fuels (i.e. renewable fuels) pathways that can provide low GHG emitting transportation services to U.S. consumers while increasing U.S. energy security. The USEPA requires a contractor who possesses the unique capability of understanding how changes in U.S. transportation fuel demand impacts world energy markets. Since extensive manipulation and interpretation of the modeling outputs may be required, the contractors must understand how the model was built and how it may be adjusted to meet TCD's needs. This unique capability will allow TCD to customize the MARKAL TIMES to meet the unique needs of the office in a short time period, which is critical for supporting regulatory and legislative analysis activities. DecisionWare, Inc. is the only known contractor able to meet the government's requirements as they are the original architects of the MARKEL-TIMES modeling framework. DecisionWare has the expertise to interpret, modify, and customize the MARKAL-TIMES model in an expedited manner as they are the only contractors able to run the most recent version of MARKAL-TIMES. However, any firm believing itself capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
